The Carter Center invites qualified and reputable suppliers, manufacturers, and authorized distributors to express their interest in supplying the following categories of goods in support of ongoing eye health interventions, particularly cataract and TT surgery:
Categories:
- Drugs, Medical Supplies & Consumables – including but not limited to antibiotics, analgesics, and anesthetics relevant to ophthalmic surgery, and surgical gloves, syringes, sutures, drapes, and sterilization materials.
- Medical Equipment & Surgical Instruments specifically for cataract and TT procedures – including operating microscopes, autoclaves, and surgical beds, forceps, scissors, speculums, and blades.
Objectives:
The purpose of this EOI is to:
• Identify capable vendors for each category.
• Establish a prequalified vendor list for future procurement.
• Explore the potential for framework agreements to reduce emergency waivers and improve procurement efficiency.
Eligibility Criteria:
Interested parties must submit:
• Valid business registration and operating license.
• Evidence of past performance in similar supply contracts and a minimum of 4 recommendations.
• Product catalog or specifications.
• Manufacturer authorization (if applicable).
• Tax clearance certificate or equivalent.
• Delivery timelines and capacity.
Submission Guidelines:
• All EOIs must be submitted in English.

This includes printing forms, certificates, payment vouchers, geographical maps, posters, books, and branding services. Only pre-qualified vendors will be invited to submit a Request for Quotations (RFQ).
Service Category:
Large-scale printing and branding services (including forms, certificates, payment vouchers, geographical maps, posters, books, and branding services)
Objectives:
The purpose of this EOI is to:
• To partner with professional suppliers that are highly skilled and responsive, with effective customer service representatives.
• To achieve the most advantageous tender outcome, while receiving the highest level of quality and value for money.
• Establish a prequalified vendor list for future procurement.
• Explore the potential for framework agreements or contracts.
Eligibility Criteria:
Interested parties must submit:
• Company profile (that shall be verified through an on-site assessment of its premises)
• Valid business registration and operating license.
• Certificate of registration
• Tax clearance certificate or equivalent.
• Article of association page that displays ownership breakdown.
• Evidence of past performance in similar supply contracts and a minimum of 2 recommendations.
• Official Business physical, postal, telephone, and email addresses
• Product catalog or specifications.
• Manufacturer authorization (if applicable).
• Bank Statement for the last 6 months.
• Delivery timelines and capacity.
Submission Guidelines:
• All EOIs must be submitted in English.
• All application documents must be enclosed in a single large outer envelope clearly labeled with the reference number.
• Documents must be submitted physically to the Carter Center Office in Juba Town, opposite World Focus or adjacent to Alice’s apartment.
• Late submissions will not be considered.
Feedback to successful/unsuccessful Applicants:
• Successful applicants will be advised by email within two (2) weeks from the date of closure of receipt of their application.
• In case you submit an application form for pre-qualification but don’t hear from us 4 weeks after the closing date, please consider your application unsuccessful; no separate or individual communication shall be made by the Carter Center to the unsuccessful bidder(s).
