**BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP’s Programme in South Sudan aims to reach more than 5 million people each year with both emergency and recovery assistance. WFP provides food and nutrition assistance for populations in crisis and delivers safety net programmes such as food assistance for assets, purchase for progress, urban safety nets and food for education to food insecure people in more stable contexts. In all its programmes WFP seeks to employ the most efficient, effective and appropriate transfer modalities, whether in-kind food, Cash Based Transfers (CBT), or capacity development, and to do so in as transparent and accountable way.
WFP South Sudan currently provides CBT to more than 650,000 beneficiaries monthly, with USD 3.5 million transferred to monthly during the lean season. In areas where markets are functioning, or can be supported to effectively deliver cash assistance, WFP will scale-up its CBT interventions given the positive impacts it has on beneficiary empowerment and choice, diversification of diets, efficiencies, and local markets. WFP is increasingly utilizing the corporate SCOPE system for the beneficiary and transfer information management, and is increasing biometrics registration and authentication of beneficiaries, in order to improve programmes.
WFP is co-chairing the Inter-Agency Cash Working Group (IaCWG) together with non-governmental organization Danish Church Aid. The objective of the IaCWG is to support cash assistance provision in the country, standardize processes and tools utilized by the humanitarian community, and share lessons and build capacity of the agencies, with particular focus on the latter on local organizations.
The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. We are seeking a Programme Policy Officer, to be based in our Country Office in Juba, South Sudan.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the supervision of the CBT Team Leader, the Programme Policy Officer will support co-leading the Inter-Agency Cash Working Group (50%), as well as provide support for the overall implementation of WFP’s CBT programmes (50%), particularly:
- Ensure that the Inter-Agency Cash Working Group is effectively coordinated and regular meetings are conducted, following the IaCWG Terms of Reference.
- Provide technical support, share information and communicate timely on cash programming with IaCWG members.
- Support liaison with external parties and donors on matters related to IaCWG.
- Update, and regularly seek guidance, from WFP Programme management on discussions and progress of the IaCWG, particularly on the strategic direction.
- Lead the preparation of the required technical tools and guidance documents for the use of IaCWG members, with the intention to standardize and harmonize CBT programme approaches among the agencies.
- Support identification and development of potential partnerships in CBT programmes to improve WFP’s food assistance.
- Participate actively in the internal WFP Cash Working Group, and provide updates from the IaCWG, drawing lessons between the two groups.
- Contribute towards the development of plans, processes and guidance material for WFP’s CBT programmes, ensuring alignment with wider programme policies and guidance.
- Contribute in the preparation of accurate and timely reporting on WFP programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
- Contribute in development of training material and capacity building efforts of WFP field staff, including with regular field missions.
- Any other duty as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Skills and Experience:
• Three years, or more, postgraduate professional experience in humanitarian, development or related field;
• Demonstrated knowledge of Cash Based Transfers;
• Experience working with NGOs and/or UN agencies;
• Ability to work under pressure and time constraint;
• Excellent written and oral communication skills;
• Experience in the usage of computers and office software packages;
Languages:
Working knowledge (proficiency/Level C) of English.
