Movement Cooperation Officer 2 is the Sub-Delegation’s (SD) focal point for all issues related to the International Red Cross and Red Crescent Movement (the Movement), actively coordinates with / and contributes to building of positive relationships between the ICRC and the other components of the Movement, particularly the SSRC branches and units. S/he works closely with the SD’s management and Deputy Cooperation Coordinator to contributes to developing and implementing the SD’s Movement Cooperation Strategy and objectives for Cooperation with the Movement in line with the ICRC’s Movement policies, Delegation’s Movement Cooperation Strategy and in consultation with the SSRC. S/he provides regular analysis of Movement dynamics and trends that could impact the ICRC’s operations in his/her area of responsibility (AoR

Functional Responsibilities

  • Advises the SD on all issues related to the Movement, particularly to the SSRC branches in his/her AoR. This includes providing coherence in the SD’s joint activities with SSRC and fomenting the link with SSRC and other Movement partners.
  • Contributes to implementing the operational partnerships between the ICRC and the SSRC by working closely with ICRC SD colleagues and the SSRC colleagues to develop a Movement Cooperation strategy for the SD, joint procedures, operational arrangements and partnership agreements;
  • Develops a Movement Cooperation Plan of Action for the SD, proactively monitors and timely implements the Cooperation activities together with SSRC counterparts;
  • Establishes and maintains an open line of communication, good relationships and coordination between the SD and the Movement interlocutors (SSRC -staff and volunteers; PNS and IFRC) based or visiting his/her AoR. This includes, but is not limited to, collaborating with SSRC branch counterparts (SSRC Head of Branch, EPR, Com, FA, Finance Officers, Focal Persons and volunteers) in preparation and implementation of plans of action (e.g. Emergency Preparedness & Response, SAF, SGBV, FA, Branch Development and RFL) and other Operational Cooperation activities identified in Operational Cooperation Agreements with SSRC, while respecting their channels of communication.
  • In line with the Cooperation strategy for the SD, plans and organizes joint trips to the field to prepare and attend joint assessments and/or contribute to SSRC capacity-building or other operational response activity;
  • In the partnership, spirit, make sure that all joint activities contribute to building capacity of SSRC branches to enable them carry out services to the beneficiaries independently;
  • In line with the Cooperation strategy for the SD, identifies the SSRC’s strengths and weaknesses to better set strategy and objectives for capacity-building and clearly communicates them to colleagues (also communicates the SSRC’s specific auxiliary status to State authorities);
  • Provides regular coaching to SSRC counterparts and supports them in needed areas, such as in planning, monitoring, reporting of activities, and financial management and accountability.
  • Ensures that the SSRC provides operational and financial reports on a regular basis and according to established formats, procedures, deadlines and in accordance to the ICRC-SSRC financial rules and procedures.
  • Prepares and conducts presentations, training activities, facilitation of workshops, particularly on the areas of the Movement (fundamental knowledge) and Safer Access Framework to volunteers and staff from concerned branches.
  • In line with the Cooperation strategy for the SD, develops the partnership skills of the ICRC and Movement partners of his/her AoR;
  • In line with the Cooperation strategy for the SD, supports the Juba Cooperation team on issues related to coordination within the Movement;
  • Produce analytical documents after the field activities and monitoring visits, as well as on the overview of the developments within the SSRC and other Movement dynamics, trends, capacity and activities that could impact the ICRC’s operations in his/her AoR.
  • Contributes to organizing various Movement meetings;
  • Provides with interpretation and translation in any situation with accuracy.
  • Takes notes during meetings and workshops, and drafts reports on Cooperation-related issues; compiles and updates information, contributes to required operational and technical reports of the SD and of the Cooperation department.

Certification/education required

  • University degree or equivalent experience.
  • Excellent command (spoken and written) of English and/or Arabic. Ideally knowledgeable in another ICRC working language.
  • Computer proficiency.

Professional experience required

  • Minimum 3-5 years’ work experience in a field relevant to Movement Cooperation (inside or outside the ICRC).
  • Minimum 2–3 years’ experience as Movement Cooperation Officer 1 or 1-2 years’ international humanitarian work experience with the ICRC or any other Movement Component (NS and/or International Federation of Red Cross and Red Crescent Societies).
