Vacancy Announcement_GIS Data & Analytics Officer, based in Juba

The ICRC Delegation in South Sudan Water and Habitat team is looking to add a professional GIS Data & Analytics Officer to its team in Juba. The GIS Data & Analytics Officer produces all standard and ad-hoc maps required by delegation management, and supports other GIS requests such as remote sensing, data analysis, and more.

Purpose

The main role of the Water and Habitat GIS Data & Analytics Officer is to collect, analyse, store and present all relevant geographic information available inside or outside the delegation, including satellite imagery, to produce appropriate mapping products. He/she trains and advises ICRC colleagues on the added value and use of geographic information, including remote sensing and other uses of GIS data and imagery.

Functional Responsibilities

  • Provides GIS support to other departments as needed by the delegation; may provide GIS support to national societies.
  • May provide technical support to GIS officers in the region and carry out regular support missions (to sub-delegations, offices, etc.) including provision of data to neighbouring countries and remote GIS support.
  • Produces maps to help meet the delegation’s operational and reporting objectives in line with the ICRC’s GIS guidelines.
  • Organizes and maintains the geo-database and maintains the delegation’s Synergy Geographic Referential; files and stores geo-data and meta-data in observance of the ICRC’s GIS guidelines.
  • Sends geo-database and map products to the central database at headquarters in observance of the ICRC’s GIS guidelines.
  • Supports the delegation staff in collecting geo-data, including in the ICRC Recipient Places database.
  • Makes regular updates to the geo-portal, GIS training materials, and mobile data collection.
  • Analyses and encourages use of internal and external data sources.
  • Networks with external actors to improve the quality of geo-data and extend its coverage.

Certification/ Experience

  • Technical college or university degree in GIS or a related field
  • 1-3 years overall professional experience, including 2 years in a similar role or related field
  • Excellent command of English and Juba Arabic
  • Capacity to integrate and implement ICRC policies and procedures
  • Confirmed capacity to work independently
  • Capacity to train others in GIS
  • Willingness and capacity for self-education in GIS and IT tools
  • Good knowledge of standard GIS tools such as ArcGIS
  • Very good database management skills and solid command of data management using Microsoft Excel
  • Good analysis and synthesis capacities
