The Carter Center (TCC) is inviting all companies registered in South Sudan to participate in a selection process to choose a supplier for Internet Service Provision to its Juba and field-based offices in South Sudan, as specified in the attached Procurement Announcement .

This process will select the most competitive proposal on the basis of price , availability (equipment delivery/setup and service initiation lead time) and reliability (as demonstrated by past interaction with TCC or through favorable references). The successful bidder will receive a fixed-price contract with a term of up to 12 months. The prices quoted in the successful bidder’s proposal are the prices that will be used for the contract agreement, as no negotiation on price is permitted in this process.

Note that The Carter Center is not obligated to select the proposal with the lowest price, nor any proposal at all. Furthermore, TCC may divide the awarding of contracts between vendors for smaller portions of the overall procurement. If no proposal meets the requirements of the organization the process may be ended without awarding a contract.

Please read the PROPOSAL REQUIREMENTS , the QUOTATION REQUIREMENTS , and the SUBMISSION REQUIREMENTS in the attached Procurement Announcement carefully before preparing and submitting your proposal.

Do not approach the security guards to request entrance to the office before contacting one of the numbers above. After delivering your proposal be sure to sign the receipt register before leaving.

Failure to follow the instructions and requirements set out in the attached Procurement Announcement may lead to disqualification of your proposal from competition.

It is your responsibility to ensure that your proposal reaches the TCC office on or before the deadline specified in the attached Procurement Announcement. Proposals received after the deadline, for whatever reason, shall not be considered for evaluation. Proposals will be opened and evaluated by an internal, multi-departmental panel of TCC staff after the submission deadline.

In order to protect The Carter Center’s staff and yours, certain precautions are in place to prevent the spread of the COVID-19 virus. All visitors submitting proposals must wear a face mask at all times. TCC staff may come to the gate to collect your proposal without permitting your entrance to the compound. In that case, please hand over your proposal at the gate and ensure you sign the delivery register before you leave. Your understanding and cooperation will be highly appreciated.
