Invitation to Submit Proposals
Workshop Selection for Repainting Heavy Trucks
The Carter Center invites all companies registered in South Sudan to participate in a competitive selection process to identify a qualified workshop for repainting heavy trucks, as detailed in the attached Procurement Announcement.
Proposals will be evaluated based on:
Price competitiveness
Scope and quality of services
Delivery lead time
Proven reliability (based on past performance substantiated by contracts or recommendations received from other organizations, preferably NGOs, for similar body repair/painting work.
The successful bidder will be awarded a Purchase Order/Service contract. Please note that the prices quoted in your proposal will be final and used for the contract agreement; no negotiation will be permitted. Therefore, we encourage you to submit your best price and terms.
Important Notes:
The Carter Center is not obligated to select the lowest-priced proposal or any proposal at all.
Contracts may be split among multiple vendors for portions of the overall scope.
To avoid disrupting ongoing program activities, The Carter Center may bring one or two of the five trucks for painting at a time. The remaining trucks will be delivered sequentially once the earlier ones are completed.
If no proposal meets the organization’s requirements, the process may conclude without awarding a contract.

Do not engage the security guards directly before making contact. After delivering your proposal, ensure you sign the receipt register before departure.
Failure to follow the instructions and requirements outlined in the Procurement Announcement may result in disqualification.
It is your responsibility to ensure that your proposal is received at The Carter Center’s office on or before the deadline specified. Late submissions, regardless of the reason, will not be considered.
All proposals will be opened and evaluated by an internal, multi-departmental panel following the submission deadline.
