Organizational context
International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organisation established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programmes and Operations; and (iii) Management Services. The Global Innovation team is part of the Partnerships business group, sitting within the Policy, Strategy and Knowledge Department. The Innovation team builds and implements strategies that enhance the capacity of the IFRC and National Societies to innovate. The team also secures and manages global partnerships and develops global initiatives. There is a particularly strong focus however on supporting local innovation efforts to thrive across our large ground network in 190 countries.
Job Purpose
The senior planning specialist supports IFRC and NS performance and accountability through effective planning, monitoring and reporting at an institutional and strategic level. He/She coordinates the systems development in support of results based planning and monitoring.
Job Duties and Responsibilities
- Oversee the development of a system to support IFRC results-based planning, monitoring and reporting:
- Identify and oversee the implementation of a web-based solution to support planning, monitoring and reporting system for the IFRC.
- Ensure support for the users of the web-based planning, monitoring and reporting system.
Support the planning activities of the IFRC Geneva-based departments and regional offices:
- Assist with the operational planning including support in development.
- Provide technical support and guidance to improve skills in the area of planning as a tool for effective programme management.
- Advise National Societies on web-based systems to support planning, monitoring and reporting.
Support the monitoring of and reporting on results to internal and external audiences:
- Support the production of the IFRC Annual report with the purpose of sharing information on the IFRC’s key achievement with the broader public.
- Support the preparation of regular reports to the donors and members (National Societies) with a purpose of sharing information on progress against the IFRC Plan and Budget.
Contribute to a culture of learning, performance and accountability in the IFRC:
- Identify and share best practices in planning and reporting with the IFRC and National Societies
- Using lessons learned on reporting, contribute to the design of communication and training tools to explain and help disseminate the outcomes of IFRC actions to a variety of internal and external audiences.
- Guide and deliver PMER in-person trainings worldwide upon requests of the IFRC and National Societies;
- Represent PMER and actively participate in other reporting-related working groups upon request.

Education
Master’s degree in the social sciences, international development or related discipline
Experience
- Minimum 8 years of experience in international development and/or humanitarian relief
- Minimum 5 years of experience in designing and implementing integrated results-based planning, monitoring and reporting systems and processes for organizations working in complex humanitarian or development contexts.
- Minimum 4 years of hands-on work in project and program design, monitoring, and reporting in complex humanitarian or development contexts
- Demonstrated experience in planning capacity building, training development and delivery.
Knowledge, skills and languages
- Good knowledge and understanding of international M&E standards and best practices in development and humanitarian contexts.
- Good communication skills in different formats, capable to communicate complex ideas in simple, direct ways to different audiences, including the understanding and use of data visualization.
- Extensive knowledge of different approaches to planning, from strategy development and frameworks to program and project design.
- Knowledge of appropriate technologies and their use for M&E and RBM, from digital data collection to online systems for data management.
- Demonstrated experience working in cross cultural contexts and multiple stakeholders
- Strong project management skills and ability to develop IT-based projects.
- Ability to understand and use complex information system.
- Proficient in working with Microsoft Office applications, particularly, Excel.
- Fluently spoken and written English
- Good command of another IFRC official language (French, Spanish or Arabic) - Preferred
