Job Purpose
The purpose of this position is to advance the IFRC’s understanding of humanitarian and development policy trends and support the development of evidence-based and effective policy efforts, linked to key programming goals and National Society priorities. The Analyst will support both the short-term needs for positioning of senior managers in their external representation of the IFRC and will also work with relevant colleagues throughout the IFRC in developing and monitoring multi-year advocacy strategies, including the development of the necessary evidence-base, consultation with relevant stakeholders, and key forums to approach. The Analyst will also be responsible for the organization of the IFRC’s flagship policy publication, the World Disasters Report, and the promotion of policy dialogues within and outside the IFRC.
Job Duties and Responsibilities
- Trend monitoring, analysis and reporting
- Undertake regular monitoring and analysis of key humanitarian and development trends relevant to National Societies and the IFRC, suggesting areas of opportunity and risk
- Develop strong internal and external networks of knowledgeable persons in order to support a sound analysis, including a participatory approach that builds on the insight and experience of IFRC personnel throughout the secretariat as well as National Societies
- Report regularly on trends, including through coordination of a public-facing bi-weekly blog and internal quarterly overview reports
Development and support of advocacy strategies and positions
- Collaborate with relevant colleagues and National Societies to develop and oversee long-term advocacy strategies on priority areas of concern, including the agreement of clear objectives, development of necessary evidence, and identification of target fora at the global, regional and country levels
- Support the development of high-quality information material, talking points, training and advice to IFRC colleagues and National Societies involved in these campaigns
- Support the mobilization of resources and development of partnerships and coalitions necessary to support these campaigns
- Provide advice and quality oversight over external policy efforts by IFRC colleagues additional to the larger campaigns
- Support the development of IFRC position papers on issues of concern, through appropriate consultation
Development of the World Disasters Report and policy dialogue
- Oversee the conception and coordination of the annual World Disasters Report, including consultation with relevant * internal stakeholders, selection of themes, editors and author, management of deadlines and review processes and oversight of publication logistics
- Using the WDR as an anchor, develop opportunities for dialogue and debate on the themes selected both in the lead-up and launch of the report, including through panels, webcasts, articles, etc.
- Strategize and carry out successful launch events for the WDR and successful profiling of the publication
- Support resource mobilization for WDR
- Coordinate bi-monthly “Red Talks” on key humanitarian and development themes

Education
Advanced university degree (master’s or equivalent in development or humanitarian studies, political science, international relations, sociology, law, or other relevant area
Experience
- At least 8 years of work experience in the humanitarian or development sector - Required
- At least 3 years of experience in humanitarian or development policy analysis - Required
- A solid record of publications/reports on humanitarian or development themes- Preferred
- Successful experience in the development of policy campaigns, including strategy-building, inter-governmental advocacy, and evidence building - Required
- Experience in the management of an edited publication or journal - Preferred
- Experience within the Red Cross and Red Crescent Movement - Preferred
- Experience in resource mobilization - Preferred
- Knowledge, skills and languages
- Excellent understanding of the dynamics, institutions and political context of the international humanitarian and development sectors
- Demonstrated writing and research skills
- Strong networking and collaboration skills
- Demonstrated legal writing and research skills
- Good understanding of disaster risk management concepts
- Fluent spoken and written English
- Good command of another IFRC official language (French, Spanish or Arabic) - Preferred
