REQUEST FOR EXPRESSION OF INTEREST (REOI) FOR AN INDIVIDUAL CONSULTANT (NATIONAL) TO DEVELOP NATIONAL SOCIAL PROTECTION

1. Background.
The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of implementing the Productive Safety Net for Socioeconomic Opportunities Project (SNSOP). The Project Development Objectives (PDO) are to reduce consumption gaps and increase economic participation of poor and vulnerable households, and strengthen the National Safety Net Delivery System. The project has the following four components: (i) Cash Transfer and Complementary Social Measures, (ii) Provision of Economic Opportunities, (iii) Strengthened Institutional Capacity and Social Protection System; and (iv) Project Management, Monitoring and Evaluation, and Knowledge Generation.
The project aims to build on the experiences and lessons learned from previous World Bank-funded safety net projects and other relevant interventions in the country; move beyond meeting immediate consumption gaps and strongly support productive inclusion and human capital development of poor and most vulnerable households with emphasis on inclusivity, gender, and climate change adaptations.
The implementing agencies of the project are the Ministry of Agriculture and Food Security (MAFS) and the Ministry of Gender, Child and Social Welfare (MGCSW).
Based on the aforementioned and some previous works done including a developed National Social Protection Policy Framework (NSPPF), MAFS and MGCSWS intend to engage the services of a national Individual Consultant is to provide technical support to the MGCSW in development of a National Social Protection Bill (NSPB).
2. The Objective, Scope of Work and Responsibilities:
The main objective of the consultancy is to provide technical support to the MGCSW towards the development of a South Sudan National Social Protection Bill (NSPB). The scope of the assignment will cover the following: Support an expert consultant with the review of the NSPPF and other current policies, legal and institutional instruments in South Sudan, as well as existing literature on social protection laws and legal frameworks; Facilitate consultative and planning meetings with the MGCSW & MAFS, other line ministries and key legal institutions and stakeholders to determine the methodology and approach for the development of the bill; Support the development of tools and a consultation framework for technical meetings and key informant interviews with the legal fraternity, ensuring local contexts are taken into account; Support the conduct of consultative multi-stakeholder meetings at national level with government entities, development partners, civil society organizations, humanitarian partners, private sector actors and other key stakeholders; support the expert consultant to finalize a report summarizing key findings from the consultations; Support dissemination of the Bill and facilitate high-level engagements and commitment. Provide periodic support to MGCSW and the expert consultant to facilitate adoption and enactment of the bill by the Cabinet and Council of Ministers.
The Consultant will be required to undertake all the tasks listed and provide the deliverables detailed in the Terms of Reference (TOR). The TOR will be provided upon request through the email contact below.
3. Duration:
The consultant services will be carried out in 60 working days spread over 4 months period. The work will be mainly based in the implementing ministries and other relevant agencies, with in-country travels based on need.
4. Selection Criteria:
Selection shall be based on the qualifications, experience, and skills of the candidate and followed by an interview. The qualification, experience, and skills should include at least a Degree in Law and law development certificate, Public Policy, Political Science, Development Studies, or related discipline. The experience should be at least 15 years of professional experience in legislative drafting and/or legal practice; demonstrated experience, expertise and capability in the development of laws and legislative frameworks related to national social protection policies, strategies, operational frameworks, and delivery systems; Proven experience in facilitating multi-stakeholder legal discussions, preferably on topics related to social protection; Proven experience in legal practice and technical consultancy on social protection issues; Professional command of English, both oral and written; Excellent communication and report writing skills are required; Familiarity with South Sudan national context and overall policy and strategic context.
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.

The MGCSW now invites eligible Individual Consultants (National) to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services.

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016, revised and current edition [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.

A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 for selection of Individual Consultants.
