Request for Expression of Interest for the Position of TA-Individual to develop Electronic Records and Archives System for National Revenue Authority of South Sudan

The Government of South Sudan has received a financing from the African Development Bank to implement the Non-Oil Revenue Mobilization and Accountability in South Sudan(NORMA-SS) Project and intends to apply part of the agreed amount of this loan to payments under the contract for hiring an individual consultant to design and implement an electronic records management and archive system (ERMAS) for NRA Headquarters, Customs Division and Domestic Tax Division of National Revenue Authority of South Sudan.
Under the direct supervision of the Commissioner General of NRA, the Consultant will design and implement a well-organized and modern ERMAS architecture through the establishment of procedures for creation and storage of documents in digital form that facilitates easy access and sharing of documents within the National Revenue Authority (NRA headquarters, Domestic Tax Division and Customs Division) while taking into account security related to Government documents and access protocols. In specific terms, the Consultant will undertake the following specific tasks: Develop documentation and digitization standards; Develop document identification and classification scheme; Develop software, do installation and test run the software.
