The Norwegian Refugee Council (NRC) is an independent humanitarian organisation. Our task is to improve international protection of refugees and internally displaced persons, and to offer humanitarian assistance regardless of race, nationality or political views. NRC has been working in South Sudan since 2004. Our core activities include Education, Shelter & WASH, Food Security & Livelihoods (FSL), and Information, Counselling & Legal Assistance (ICLA).

Role and responsibilities
The Rapid Response Gender and Protection Officer will be under the management of the RRT Project Manager/ Coordinator, with technical support from the Protection Advisor and then Inclusion and Disability Coordinator. She/He will join the rapid response teams in actively carrying out and participating in both multi-sectoral and sector-specific assessments and protection/inclusion gap analysis amongst emergency-affected populations in need. She/He will actively participate in preparation of all field missions with a focus on protection and inclusion output, join the rapid response team during registration and verification of beneficiaries with focus on persons with specific needs, distribution of emergency relief items, as well as post distribution monitoring in hard to reach areas.
The Gender and Protection Officer will ensure that activities are implemented in non-discriminatory ways that promote access to services for all, safety and dignity of the people receiving humanitarian assistance in accordance with protection principles and minimum standards on inclusion of age and disability.
General responsibilities
Assist the RR Project Manager to develop and coordinate emergency responses in line with proposals, strategies and donor requirements, ensuring protection and inclusion issues are well reflected and measures are taken during the intervention.
Give input to project proposals, reports and technical and financial documentation for submission to donors when required
Involved in communication and inform communities and local leaders about the activities
Represent NRC in relevant emergency related internal and external forums when requested
Adherence to Food security tools and handbooks and other NRC policies
Promote the rights of IDPs/returnees and explore and assess new and better ways to assist persons with specific needs.
Participate in field missions to any State / location in South Sudan
Specific responsibilities:
- Actively participate in preparations of field missions, i.e. prepare documentation required,
procurements, travel documentation and ensure that the programmatic protection risks and concerns are considered in the mission planning. - Map and analyze the stakeholders, their interrelationships, roles, influence and their potential impact on the safety, dignity and access to services for beneficiaries during the intervention.
- Identify the potential sources of violence, danger, coercion and take preventive and responsive measures to address or reduce these threats with specific focus on persons with specifc needs.
- Ensure the Headcount/registration/verification of beneficiaries and food distribution are done in line with Do No Harm/Protection standards.
- Ensure that the intervention plan addresses the special needs of the most vulnerable groups and individuals.
- Assist the response team in identifying the most vulnerable people, groups and communities to be prioritized.
- Implement complaints mechanisms for beneficiaries as both an accountability measure and a protection outlet.
- Ensure gender principles of equitable participation in distribution committees will be encouraged and supported, while distribution activities will be scheduled to allow for equal women and men involvement, person with disabilities and able-bodied older people.
- Liaise with local community leaders and ensure strong community participation and involvement in observing Protection/DNH principles during emergency activities
- Accountability to beneficiaries (involves beneficiaries through all the process, define vulnerability criteria’s with community/beneficiaries, etc.)
- Provide written and verbal translations when required.
- Ensure correct sex, age and disability data collection and tracking of protection issues relating to emergency interventions and participate in compiling emergency related internal (bi-weekly, monthly, quarterly) and external (interim and final) reports
- Assist in monitoring and analysing potential emergency situations and report to the RR Project Manager
- Ensuring sound security and safety measures during all fields missions
- Take responsibility for any materials, tools, vehicles, communication equipment provided by NRC
- Any other duty that will be assigned by the RR Project Manager
Qualifications/Experience/Skills/Personal Qualities:
Diploma in social study and relevant discipline
Minimum 2 years of working experience in relevant field
Proven experience in emergency relief operations is a strong advantage
Experience from working in complex and volatile contexts
Computer skills (primarily MS Office applications), especially Microsoft Excel.
Valid national identity documents are a requirement
Behavioral competencies
Ability to work under stressful conditions, meet deadlines and travel extensively to any state / part of South Sudan at short notice to support field operations
Be highly reliable, mature and able to work independently as well as in a team
Proven communication, interpersonal, representation, and negotiation skills
Ability to mobilize local communities and work closely with local leaderships and authorities
Ability to act as an interpreter in conveying information from one language to another
Ability to work within different cultural contexts requiring cultural sensitivity
Flexible, creative and co-operative, and a sense of humor is an asset

Context/ Specific skills, knowledge and experience:
- Knowledge of the context in which the organization operates
- Knowledge of the local language and good cultural awareness
- Highly approachable, trustworthy and confidential
- Excellent communication skills and English Language
- Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus
- Good level of proficiency in Windows Excel and quantitative analysis (SPSS preferred)
