Background

Promote sustainable development of housing and human settlements projects, Programmes, policies and strategies thereby contributing to peace building and laying the foundation for development in South Sudan. Undertake this assignment within the framework of the Work Programme of UN Habitat through providing expert advisory services and managing the execution of the projects in housing in a cost-effective manner. The Project Manager will ensure that the quality of housing projects designed and their implementation meets all the expectations of the partners. With the support of the Programme Manager, the Senior Human Settlements Officer (SHSO) for South Sudan and colleagues in ROAF, the Project Manager will be expected to discharge his/her advisory and management duties in a focused and efficient manner.

Regular supervision will be done by the Senior Human Settlements Officer for South Sudan through the Programme Manager, South Sudan. Both quarterly reporting and PAS provide formal means through which performance of the incumbent will be monitored on a regular basis.

Duties and Responsibilities

Under the general supervision of Programme Manager as the first line manager and the Senior Human Settlements Officer for South Sudan, the incumbent of the post will perform the following tasks:

Project Implementation:

Undertake a housing needs assessment of the war veterans in Wau; review the site plan and available facilities at Alel Chok and identify potential partners for building houses for war veterans in Wau.
Prepare a detailed workplan for constructing subsidized housing for war veterans with full participation & contribution of beneficiaries.  The plan shall define the material subsidy & tools (type & quantities) and their procurement plan; identify the war veterans to be involved in the project and benefit; establish the nature and modalities of contribution by beneficiaries; describe the orientation & training (trades) beneficiaries might need to participate; and specify potential trainers and partner institutions and their roles.
Organize the procurement of materials, tools and equipment.
Support the River Development Community, Alel Chok, Wau and the State and Nationa Government in the process of allocating plots to selected beneficiaries
Organize and conduct orientation and training sessions and workshops for beneficiaries to be involved in the housing development in collaboration with partners.
Organize any adjustments that may be necessary to public infrastructure and facilities in Alel Chok to accommodate the development of houses for war veterans.  This may involve extension of services and public facilities
Organize beneficiaries to contribute to the construction of their houses in Alel Chok. Provide technical input during the construction of the houses and check on quality.
Monitor construction progress and manage the distribution of and accounting for the subsidy materials during the implementation of the participatory and subsidized housing Progarmme for war veterans in Alel Chok.
Promote technology transfer and the adaptation and use of the ‘peoples process’ housing construction approach in Alel Chok to consolidate peace in Wau.
Document lessons learned and best practices from the implementation of the Housing for War Veterans in Alel Chok, Wau for upscaling in South Sudan.

Project/ Programme Development:

Organize housing needs assessments for war veterans in Juba and Malakal and establish the demand and possible sites for participatory housing development.
Prepare, within the framework of implementing the Habitat country Programme for South Sudan, a comprehensive project document for consolidating peace through participatory housing development for war veterans in Juba and Malakal drawing from lessons learned from the current project and the assessments above.
Assist in the negotiations with multilateral/bilateral donors to mobilize resources to upscale the development of houses for war veterans under the Habitat country Programme.
Engage, where possible the UN Country Team, and contribute to housing development being captured in the UN Interim Framework for Cooperation (ICF) in South Sudan.
Contribute to the establishment and maintenance of a network of development partners and experts working in the humanitarian and development sectors in South Sudan supporting housing development for peace building.

Project management:

Liaise closely as required & necessary with Jur River Development Community, Alel Chok, Wau; the respective national and state Government Ministries, technical partner organizations e.g. the Japanese contingent and technical college, civil society organizations for the implementation of the housing project
Engage with other UN agencies in Wau and promote close coordination of the implementation of the project with activities of other agencies for greater impact. Report outcomes of project activities for inclusion in the progress report of the IFC.
Ensure timely preparation and submission of status reports including the terminal report on the implementation of the housing project required by the donor and other partners and Management
Contribute to the terminal evaluation of the project on housing for war veterans as required.

Required Skills and Experience

Education:

Master degree in Civil Engineering or Architecture or Urban Planning – knowledge of building & construction trades
A Bachelors in Civil Engineering or Architecture or urban planning with 4 years of relevant experience MAYBE considered in lieu of a Master’s Degree.

Experience:

Minimum of 2 years of relevant professional experience in multi-disciplinary housing and human settlements projects and Programmes, of which, two should be at national level. Proven field experience (through the United Nations, International Agencies or Donors) in building and construction of houses as well as capacity building in related trades is a requirement for this post.
Fully conversant with computer applications (word processing, spreadsheets, power point and others).

Language Requirements:

English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and spoken English is required. Knowledge in Arabic is an advantage.
