Course Description

This professional development workshop provides a useful basis to develop effective frameworks for monitoring and evaluating the implementation of development plans, budgets, programs and projects. The course adopts a perspective of using M&E to improve governance and so also considers the M&E in an oversight role.

The primary framework adopted is the logical framework or logframe which is based on the “results-chain logic”. The Logframe is a tool that can communicate the essential elements of a complex programme, clearly, and succinctly throughout the programme or project cycle. The Logframe is used to develop the overall design of a project, to improve project implementation monitoring, and to strengthen periodic project evaluation. In essence the Logframe is a cause and effect model of project interventions to create desired outcomes. The emphasis on a logical framework approach provides the participant with relevant and effective tools to assess and understand a broad range of techniques to measure and evaluate progress over time.

The Monitoring and Evaluation programme aims to strengthen capacity in management, monitoring and evaluation. It’s a response to government’s demand for personnel who can accurately measure outputs and outcomes of its interventions as a way of enhancing evidence-based decision-making.

WHO SHOULD ATTEND?

The course is the meant for Government officials and Development advisors involved in the design, implementation, management and oversight of national and sector plans, budgets, programs and projects. Programme managers; Program staff in charge of monitoring governance projects; practitioners working in civil society organizations, governmental agencies involved with M&E and those interested in M&E.

It especially targets staff in Monitoring and Evaluation units within Government Ministries as well as Parliamentarians and other oversight agencies.

LEARNING OBJECTIVES

By the end of the M&E for Governance course participants will be able to:

  • Develop concise understanding of M&E concepts, principles, processes and framework for governance programmes.
  • Achieve a sound understanding of the role that M&E can play in improving project and programme management as well as policy decision making.

Participants should be reasonably proficient in English. Applicants must live up to Indepth Research Services (IRES) admission criteria.

METHODOLOGY

The instructor led trainings are delivered using a blended learning approach and comprises of presentations, guided sessions of practical exercise, web based tutorials and group work. Our facilitators are seasoned industry experts with years of experience, working as professional and trainers in these fields.

All facilitation and course materials will be offered in English. The participants should be reasonably proficient in English.

ACCREDITATION

Upon successful completion of this training, participants will be issued with an Indepth Research Services (IRES) certificate.

TRAINING VENUE

The training is residential and will be held at IRES Training Centre . The course fee covers the course tuition, training materials, two break refreshments, lunch, and study visits.

All participants will additionally cater for their, travel expenses, visa application, insurance, and other personal expenses.
