JOB TITLE: Roving M&E Coordinator
DUTY STATIONS: Juba
REPORTING TO: M&E Manager
STARTING DATE: 14th October,2019
DURATION: 12TH Months
SALARY: Attractive as per NRC National Scale

The Norwegian Refugee Council (NRC) is an independent humanitarian organisation. Our task is to improve international protection of refugees and internally displaced persons, and to offer humanitarian assistance regardless of race, nationality or political views. NRC has been working in South Sudan since 2004. Our core activities include Education, Shelter & WASH, Food Security & Livelihoods (FSL), and Information, Counselling & Legal Assistance (ICLA).

  1. Role and responsibilities

The purpose of the M&E Coordinator position is to establish and implement the data-platform and accountability systems to promote evidence-based decision-making, programme and project performance, and internal management. The following is a brief description of the role.

Generic responsibilities (max 10)
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

  1. Adherence to NRC policies, guidance and procedures.

  2. Adherence with NRC’s compliance with global data protection requirements.

  3. Develop, support, maintain and strengthen Information Management systems
    , data usage, and general digitalization capabilities.

  4. Support Information Management planning and activities, and support Information
    Management capacity building.

  5. Support Program Development Unit on Information Management related needs.

  6. Implement NRC’s CFM systems and procedures at country level

  7. Ensure adherence to NRC policies, handbooks, guidelines and donor
    requirements

  8. Prepare and submit reports and analysis

  9. Ensure proper filing of all relevant documents using existing systems

  10. Coordinate with relevant partners

  11. Design and support dissemination of relevant information to beneficiary, host
    communities, and relevant partners

  12. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards
    & principles within NRC and amongst beneficiaries served by NRC.

         Specific responsibilities 
    
        Information Management Systems and Storage
    
  13. Lead on development and roll out of Standard Operating Procedures (SOPs),
    systems and procedures for (Information Management) IM systems.

  14. Develop internal Indicator Reporting System (IRS) for Iraq, including visualizations
    linking with Power BI or other suitable app.

  15. Create regular backups of internal databases.

  16. Support mobile data collection designs, and utilization.

  17. Minimize data collection, data entry and reporting efforts through introducing digital
    processes/ automatization.

  18. Create geographical maps to analyse and visualize project implementation across
    areas and sites.

  19. Handle database specific tasks such as creating queries, procedures, and
    functions to support application development.
    Reporting and data collection

  20. Compile and consolidate all sector projects and indicators into our internal
    reporting system IRS.

  21. Maintain IRS on an ongoing basis, compile and analyse project data, and optimize
    dashboards.

  22. Coordinate data entry on Global Output and Outcome Monitoring System (GORS)
    and on IRS.

  23. Follow up with sector specialists to ensure project targets are updated within
    Information Management IM systems.

  24. Administer, monitor, and follow-up on data entered into reporting systems (IRS
    and GORS).

  25. Design, generate, and assist with periodic reports: monthly/quarterly (GORS), or
    as required.

  26. Conduct data quality checks and ensure the reliability and cleanliness of the data.

  27. Translate questionnaires into digital data collection tools using tools such as
    KOBO, or Comm Care.

  28. Strengthen and improve information management for CARM
    Capacity building and programme support

  29. Assist the project and field M&E staff with tools loaded onto IT platforms and
    support their use.

  30. Assist in the preparation of reports with the extraction of data from IM platforms
    and lessons learned.

  31. Contribute to training project staff to use questionnaires and/or enter data into the
    IM system.

  32. Responsible for user administration across IM systems, including general end-user
    support.

  33. Support the development of troubleshooting guides and guidelines for NRC staff
    for common IM related issues/complaints.
    Complaints and Feedback Mechanism/ Accountability to affected population

  34. Coordinate the operationalization of NRC CFM system and develop/build upon
    existing Standard Operating Procedures (SOPs) for CFM within the country office

  35. Serve as primary contact for all CFM related issues within the office and with Head
    Office

  36. Triage all complaints received by NRC, transfer to relevant parts of NRC, and
    ensure that complaints are responded to in a timely manner by the Country Office

  37. Coordinate processing and provision of response, specifically in relation to
    confidential complaints mechanisms i.e. complaints boxes

  38. Manage data analysis and information presentation related to CFM

  39. Produce/oversee production of regular internal (and external) reports on complaint
    trends, response procedures, and relevant issues

  40. Work with HR and protection colleagues to ensure that NRC has in place
    procedures to ensure response to sensitive complaints received (Code of Conduct
    and SEA)

  41. Hold trainings and refresher sessions for CFM and program staff to ensure they
    have the capacity and skills to deal with complaints at the field level

  42. Further develop existing guidance and frameworks for Country Office procedures,
    policies and processes that assist in institutionalizing and supporting CFM in the
    country

    By interfaces, NRC means processes and projects that are interlinked with other
    departments/units or persons. Relevant interfaces for this position are:
    M&E Manager
    Area Managers
    Area Office M&E function/team leads
    CC Specialists, Project Managers and Advisors
    Grant Manager

      Qualifications/Experience/Skills/Personal Qualities:
    

    University degree in relevant university field (Information Systems Management,
    business administration, computer science or similar) is required with at least 2 – 3 years.
    Relevant experience working in designing information management systems or
    database management, and analytic with computer skills, including advanced MS
    Office (Word, Excel, Outlook, PowerPoint, Access), GIS, Power BI are required.
    Experience from working in an M&E information Management and accountability
    position in a humanitarian/ recovery context
    Experience in facilitating the capacity building efforts of diverse colleagues,
    including local partner agencies
    Demonstrated ability to transfer knowledge to diverse audiences through training,
    mentoring and other formal and non-formal methods.
    Analytic and computer skills, DHIS, including MS Office (Word, Excel, Outlook,
    PowerPoint, Access), Experience using SPSS, STATA, Epi Info, Previous
    experience from working in complex and volatile contexts
    Fluency in English, both written and verbal

       specific position):

    Advanced English Language level (Business English is a plus)
    Knowledge of the NGO operations and the dynamics of the humanitarian sector is

    preferred)
    Excellent communication skills in English
    Proven presentation, training and facilitation skills
