Background/Rationale for the Assignment

The Republic of South Sudan faces complex development challenges, access to basic social services is a major challenge for most citizens of this nation. The decades of conflict in the country resulted in massive destruction and/or neglect of facilities and services including Water, Sanitation and Hygiene related facilities and services. The recent climatic events have worsened the WASH situation in the country as a number of WASH facilities were flooded and safe water sources contaminated. Currently, safe water coverage in the country stands at 41%, Sanitation coverage at 10% and 61% of the population still practice open defecation. The institutional capacity to deliver services to the citizens has remained weak to date making severe the condition of living for most citizens. Accordingly, it is event that South Sudan is not anywhere close to attaining the Sustainable Development Goal No. 6 “Safe Water and Sanitation for all” by 2030. UNICEF WASH section is doing all it can to support the Government to push forward the delivery of WASH services through infrastructure development, sustainable use of WASH infrastructure and services and capacity building of the relevant WASH sectors. In that regard, UNICEF intends to harmonize it borehole drilling works. Supervision of private sector drilling works is thus required as due diligence to ensure the infrastructure provided is safe and sufficient for the populations that UNICEF serves.

UNICEF and the Republic of South Sudan cooperation agreement and the UNICEF WASH rolling work plan for 2019-2022 gives priority to improving access to drinking water in health centers, in schools, in Guinea Worm endemic villages, and in emergency impacted communities through sustainably managed and efficient WASH facilities. It is in this context that the UNICEF WASH Section is engaging the service of a hydrogeologist /geologist, civil Engineer or a combination of those training consultant to supervise field drilling works to improve the delivery rate that is currently at a national 20% success rate.

Purpose/task & Expected Results

UNICEF has contracted various drilling contractors during the 2021/22 period to drill and equip boreholes in different parts of the country. Consequently, individuals will be appointed to supervise the drilling works to completion. A Handbook for Borehole Supervision has been prepared for that purpose.

Specific tasks

i. Ensure the assembling of equipment and personnel for inspection to undertake drilling.
ii. Ensure that hydrogeological surveys are carried out, interpret results to select the most suitable sites for drilling and the hydrogeological survey reports submitted to UNICEF.
iii. Monitor the drilling operations according to the work plan submitted and raise issues related to any possible delays.
iv. Ensure proper lithological logging of the boreholes, installation of casings, screens, and gravel pack. Ensure provision of plain casing to house the pump and that sanitary seals are properly installed.
v. Review well design including casing, directional, fluids, cementing, bits and hydraulics programming.
vi. Ensure thorough borehole development till the water is clear and take the static water level.
vii. Ensure that proper test pumping and recovery measurements are carried, interpretation of the pumping test results.
viii. Ensure water sample are properly collected and taken for quality analysis at the end of test pumping.
ix. Ensure installation of the hand pumps.
x. Certify the borehole completion records, water quality testing reports, and invoices for UNICEF payment.
xi. Prepare and approve borehole construction programs.
xii. Provide quality assurance of work done by providing oversight to drilling contractors working in different states, ensure standards and norms are adhered to during drilling works.
xiii. Liaise with contracted drilling contractor’s teams / management to define and agree the contract objectives.
xiv. Raise specific issues in the contract for clarification to avoid any misunderstanding.
xv. Verify all materials ensuring all meet basic strength, quality, and quantity requirements prior to their use.
xvi. Ensure all stakeholders are kept abreast on contract progress.
xvii. Any other task as maybe assigned by the Manager.

Expected Results

  • Hydrological/geophysical, pump testing and water quality reports.
  • Weekly drilling reports from the field work with update on physical progress of drilling works.
  • Certification of borehole completion records and report as specified in the borehole TOR; and
  • Supervision of trained manpower at state levels to monitor and supervise drilling works.

Qualifications and Competencies

  • A University degree in Geology; Hydrogeology; Geophysics (Exploration/Groundwater Geophysics); Engineering Geology or Civil Engineering with a minimum of 5 years of experience in drilling works; or
  • A Diploma in Drilling Technology with a minimum of 7 years of experience.

Payment Schedule
Payment will be done monthly upon delivery of key task and submission of all necessary reports as stipulated in the detailed borehole drilling ToR.

The consultant(s) shall report to the WASH Officer based in the UNICEF South Sudan Country Office in Juba
Travel Clause
• All UNICEF rules and regulations related to travel of Consultants/ Individual Contractors apply.
• All travels shall be undertaken only upon the prior written approval by UNICEF.
• The eligible maximum amount for travel is specified in the contract.
• The consultant is responsible for his/her for travel arrangements. The most economic and direct route is authorized.
• Travel costs will be reimbursed after the completion of mission. UNICEF will pay the applicable DSA rate and other travel related expenses upon submission of the invoice together with the supporting documentation.
Nature of Penalty Clause in Contract
If the final reports and documents are not submitted according to the deliverables stated in this TOR, the payments will be withheld. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines (fees reduced due to late submission: 20 days - 10%; 1 month -20%; 2 months -30%; more 2 months – payment withhold). All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.
