Course Preamble.
Social, Environmental assessments and good safeguard practices should be well though-out during project design, planning, during preparation and in the implementation processes. Environmental and social sustainability, including climate change resilience, is fundamental to the achievement of development outcomes and must be systematically mainstreamed into development programs.
Main Training Modules
✓ An introduction to law and the environment
✓ A discussion of key environmental principles, focusing on sustainable development andpublic participation in environmental decision-making
✓An evaluation of the law relating to climate change, and an analysis of thepolitical/economic/social dimension of reaching agreement on global climate change law and policy
✓ A critical analysis of traditional regulatory mechanisms, most notably command and control or direct regulation and its enforcement
✓ A critical evaluation of the ‘new’ governance mechanisms utilised in the climate change context, focusing on emissions trading and reflexive forms of governance
✓ World Bank and African Development Bank Operational Policies on Environmental andSocial Aspects;
✓ The World Bank: Objectives, Requirements and Financing Instruments
✓ Implementing safeguard policies in the project cycle
✓ Legal and institutional framework for safeguards
✓ Identification of Environment and Social Risks in Projects;
✓ World Bank Environment Health and Safety Requirements in Projects;
✓ Conducting Environmental and Social Assessments;
✓ Concise presentation of the main operational safeguard policies of the World Bank
✓ Mapping Vulnerable and Marginalized Groups (VMGs) as well as Physical & CulturalResources (PCRs);
✓ Incorporating VMGs and concerns of Indigenous People in project phases;
✓ Mitigating Gender Based Violence and Sexual Exploitation in Projects;
