M&E Project Officer (Emergency Preparedness and Response)

Position : M&E Project Officer EP&R (2 Positions)

Report to: EP&R Project Manager/ Protection Coordinator

Contract duration : 4 months (1 December 2018 – 31 March 2018)

Location : Based in Juba with countrywide deployment

Expected start month : December 2018

Main Objective:

The EP&R Team carries out life-saving protection responses to mitigate protection risks for vulnerable IDPs and host communities, and respond timely to emergencies and displacements through EP&R in key locations. Community-based protection mechanisms will be strengthened and durable solutions for displaced populations identified and facilitated, in line with the principles of safety, dignity, and meaningful access for IDPs, host communities and returnees. This includes assessment, prevention and response activities in line with the contractual agreements and guidance of the Protection Cluster

Job Summary

The M&E Officer shall work under the overall supervision of the EP&R Project Manager and in close cooperation with the EP&R Team Leader and Project Team. The M&E Officer will support the EP&R Project Manager in the overall management of the project and he/she will assist the Project Manager in activities including but not limited to mobile protection responses for GBV and Child Protection, conducting assessments, surveys and using participatory methods for qualitative and quantitative data collection and participating in development and strengthening of monitoring and evaluation procedures

Responsibilities/Duties :

Participate in planning and undertaking surveys, rapid assessments, as well as in the monitoring and evaluation of the program activities especially in relation to Child Protection, Gender Based Violence and protection in general.

Participate in development and strengthening of monitoring and evaluation procedures

Participate in monitoring of all project activities, and progress towards achieving the project output and outcomes

Participate in development of monitoring and impact indicators for the project success

Provide feedback to the Project Manager on project activities

Utilizing tools and strategies for data collection, analysis and production of reports

Expertise in analyzing data using statistical software.

Conduct capacity assessment on existing monitoring and evaluation systems

Participate in project reviews and planning workshops and assist the Program Managers in preparing relevant reports

Assist the project personnel with M&E tools and in supporting them in their use

Carry out any other duty assigned by a supervisor

Educational Qualification

Bachelor’s Degree in Social Studies, Human Rights, Humanitarian Action, International Development or related fields.

Person Specifications:**

At least 3 years of working experience in M&E, particularly in conducting assessments, surveys and using participatory methods for qualitative and quantitative data collection;

Experience in training and managing data collection and data entry processes, and the ability to conduct training for project staff in M&E and reporting;

Data analysis ability (Excel or SPSS) and other computer literacy skills;

Excellent analytical and report writing skills to write clear and concise M&E reports, including providing practical recommendations for programming;

Fluency in English and local language required;

Computer literate (Word, Excel);

Ability and motivation to work well with local authorities, local leaders and the local community;

Good cooperation skills, ability to work well both independently and in a team;

Good creative problem solving and social skills;

Stress-resilient, able to cope with deadlines and complex problems;

Strong organizational, interpersonal and communication skills;

Willing to work extra hours and available on the weekend for emergency cases;

Sensitivity towards the protection and well-being of vulnerable women and children
