Job Title: Logistics Officer

Grade / Type of contract: NOB, Fixed Term

Duty station: Kuajok, Warrap State, South Sudan

Duration: 12 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The World Food Programme (WFP) is the United Nations frontline humanitarian agency addressing hunger and malnutrition worldwide. WFP tackles poverty and hunger through a range of interventions: saving lives and protecting livelihoods in emergencies; investing in the prevention and mitigation of disasters; restoring and rebuilding lives and livelihoods in post-conflict or post-disaster situation; and other interventions to tackle hunger. Each year, on average, WFP feeds more than 90 million people in over 80 countries.

Under the supervision of the Head of Kuajok Field Office, the incumbent will be responsible for the daily planning and coordination of WFP logistics operations, including monitoring of services provided by contracted external organizations to ensure cost-effective operations. Key responsibilities include:

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Ensure logistics assurance targets are met at the field office level, in terms of commodity management and accounting and transport. (e.g., accurate physical inventory and documentation, timely entry into the system, no offline waybills, full logistics management systems compliance, no overlong stock transport orders, last mile compliance etc.).

  • Ensure a successful prepositioning exercise for in-kind assistance, according to plan and pursuing cost efficiency gains whenever feasible.

  • Support the air operations in Wau, ensuring adequate staff coverage and compliance with processes. Support and supervise operations in Wunrok.

  • Contribute to consolidation and preparation of operational pipeline planning, and to the management of operational aspects of the supply chain, including checking documentation, loading and discharging operations and contracting of applicable transport, warehouse and any relevant logistics services.

  • Ensure effective supply chains by providing technical support and guidance to other units, particularly for emergency response.

  • Collate data and contribute to preparation of accurate and timely reporting, including key performance indicators, supporting a WFP-wide view of logistics activities that enables informed decision-making and consistency of information presented to stakeholders.

  • Coordinate the development and implementation of supply chain plans for in-kind food, cash-based transfers (CBT), and market development activities, in line with the global WFP supply chain strategy, global CBT strategy, and regional/functional strategies, policies and plans.

  • Manage logistics projects and operational activities following standard processes and contributing, directly or indirectly, to the effective delivery of food and CBT assistance to beneficiaries.

  • Perform in-depth market analysis and supply chain network mapping to improve local supply chain performance and plan market development activities.

  • Lead the implementation process of procurement of retailers, renewal of retailer agreements and conduct ongoing monitoring of retailers.

  • Serve as field office focal point to the country office engineering unit, overseeing the contracted staff of local engineering projects, as required.

  • Support the capacity building of WFP staff and partners for efficient and effective delivery of food and CBT assistance to beneficiaries (e.g., through the design and review of training materials).

  • Identify and build productive relationships with logistics colleagues, other functional areas and authorities, to support an integrated approach to food assistance and optimal collaboration with authorities.

  • Follow emergency logistics preparedness practices and participate in preparation of the Logistics Capacity Assessment (LCA) and CONOPS to ensure WFP can quickly respond and deploy food and CBT assistance and other needed resources to affected areas at the onset of the crisis.

  • Participate in the ongoing review of internal processes and procedures and identify ways to increase daily efficiencies.

  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

  • Any other task as required.

QUALIFICATIONS AND EXPERIENCE
Education

Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

Required Experience:

  • For master’s degree holder or higher: Three years of post-graduate experience in logistics or relevant field.

  • For a candidate with a first university degree, at least five years of the above experience is required.

  • Experience in a hard ship duty station or emergency operation.

  • Experience in supply chain emergency preparedness planning and operational risks identification.

  • Implementation of approved corrective actions to improve performance and monitor progress.

Desired Experience

  • Excellent coordination and collaboration in and outside of WFP including Government authorities, UN partners and NGOs. Managing the team with diverse backgrounds, and areas of expertise that include WFP staff and third party contracted services providers under FO logistics operations.

  • Working knowledge of supply chain aspects of cash-based transfers.

  • Managing CBT operations including coordination with internal and external stakeholders.

  • Designing and implementing supply chain, retail, and partnership networks.

  • Mapping value chains and/or analyzing food systems and identifying supply chain inefficiencies.

  • Experience working with supply chain information systems.

  • Experience in core procurement principles/practices.

Required Knowledge & Skills

  • Strong analytical skills, ability to conceptualize complex issues, and produce thorough reports and recommendations.

  • Strong initiative, coordination skills and ability to effectively lead logistics operations in deep field locations.

  • Strong diplomatic skills and ability to negotiate with local authorities and other external stakeholders.

**Functional Capabilities

Supply Chain Management and Optimization:** Demonstrates ability to design basic supply chain networks, including appropriately assessing and escalating challenges to ensure that WFP is able to provide consistent and uninterrupted service to its beneficiaries and partners.

Planning, Project & Resource Management: Collects and analyses relevant technical data from diverse sources to forecast operational needs under various scenarios and makes evidence-based proposals.

Information Management & Reporting: Liaises with internal and external stakeholders to consolidate preliminary data analysis, draft reports and disseminate information that represents concerns and trends.

Market Analysis, Contracting and Operational Execution: Demonstrates ability to collect market information and process and analyze proposals in line with WFP standard rules and regulations in order to deliver efficiently.

Warehouse and Inventory Management: Demonstrates ability to implement operational warehouse procedures and normative guidance in order to manage WFP’s warehouse, handle inventory effectively through corporate systems, and ensure loss mitigation.

Technical Assistance and Coordination: Demonstrates abilities to provide basic technical advice and maintain effective (inclusive, collaborative, unified) logistics coordination mechanisms with humanitarian partners and other relevant stakeholders.

Languages

  • Fluency in oral and written English, working knowledge of Arabic is an added advantage
