JOB TITLE: Logistics Officer Funds Management

TYPE OF CONTRACT: International Consultant (Level 1)

UNIT/DIVISION: Logistics Cluster

DUTY STATION (City, Country): Juba, South Sudan

DURATION: 11 months (renewal subject to performance and funding availability)

JOB PURPOSE:

Under the direct supervision of the Head of Funds management, the incumbent will function in the areas of Funds Management and Administration management of Logistics On Demand Services (ODS), Supply chain and Logistics Cluster funds management. The incumbent will also support and work collaboratively with CO South Sudan Logistics team.

RESPONSIBILITIES (not all-inclusive, nor exhaustive):

  • Manage the Logistics Cluster budget by ensuring that commitments are timely raised, and are timely liquidated

  • Track that grants are expended timely and take action to ensure timely extensions of grants or certifications to ensure that donor conditions are adhered to and request timely programming of grants.

  • Prepare monthly budget overview reports, indicating funds availability, shortfalls, expenditure pattern, potential obligations that are not committed.

  • Alert the Coordinator of looming funding gaps and suggest ways to avert lack of funds such as request advances or loans.

  • Provide funding for all valid commitments against Logistics Cluster including payroll costs, aviation contracts, handling costs and so on Ensuring that proof of good / service received: Service Entry Sheets (SESs) and Good Receipt Notes (GRNs) are timely raised and in line with International Public Sector Accounting Standards (IPSAS)

  • Ensuring that vendor payments are cleared timely to ensure cordial relations with service providers

  • Oversee the administration function of the unit including managing the unit and ensuring that all admin related activities are followed up timely and adequately includes

  • Perform supervisory functions, including coaching, performance monitoring, and administration. This involves ensuring that staff submit leave requests on time or whenever any leave is taken, staff danger pay is filed timely, staff attendance registers are filed timely, overtime claims are filed timely, staff claims such as TECs are followed up timely, follow up on field requirements where necessary

  • Manage the inter-loans of relief items with Supply Chain Prepare and continue to review Supply Chain (SC) matrixes for cost recovery activities for barge, air service on various aircrafts and warehousing cost recovery rates.

  • Provide support with the management of the service provision budget, including budget monitoring, expenditure recognition and income recognition and customer clearances.

  • Manage utilization of service provision budgets by preparing monthly funds analysis reports

  • Support Supply Chain in negotiating with customers on the budgets and ensure preparation of the Pro-forma Invoices, Final Invoices and Financial Reports for the Service Provision Clients.

  • Support Supply Chain in ensuring that Service Level Agreements (SLAs) are valid and assist in ensuring extensions are done on time and production of SLAs quarterly financial reporting in a timely manner.

  • Support Supply Chain in clearing customer accounts and following up on payments

  • Support Supply Chain in funds management when they are potential gaps Perform other tasks as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

University degree in Accounting, Finance, Economics, Supply Chain Management, Business Administration, Logistics, or other related field.

Experience & Knowledge:

  • A minimum of three years of post-graduate professional experience in an international context, in funds or grant management or finance, preferably in logistics response. Experience in managing the full lifecycle of fund allocations, including alert activation, proposal design and review technical due diligence, resource mobilization & fund tracker/dashboard, financial reporting to donor/partners, and closure is required

For a bachelor’s degree holder, at least five years of above experience is required.

  • Previous experience in the WFP WINGS platform, funds management and allocation are preferable.

  • Experience in working for the emergency operations and/or hardship duty station is desirable.

  • Experience in supervising staff and building national staff capacity is required.
