BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP’s Programme in South Sudan aims to reach more than 5 million people each year with both emergency and recovery assistance. The L3 emergency operation provides food and nutrition assistance for populations in crisis and delivers safety net programmes such as food assistance for assets, purchase for progress, and food for education to insecure people in more stable contexts. In all its programmes WFP seeks to employ the most efficient, effective, and appropriate transfer modalities, whether through in-kind food, Cash Based Transfers (CBT), or capacity development.
WFP is constantly looking for innovation solutions to address the root causes of food insecurity in South Sudan, and to respond to the challenges of delivering assistance efficiently and effectively in the country. WFP South Sudan has the aim of having a digital record of all the beneficiaries served, so that WFP can improve the efficiency and effectiveness of operations. WFP does this through the complete beneficiary registry of all the 7 million plus beneficiaries that WFP serves. Additionally, WFP aims to have digitally managed transfer to all these beneficiaries through a variety of transfer modalities and delivery mechanisms.
The Cash-Based Transfers and Identity Management Unit is charge of ensuring the effective delivery of cash-based transfers and digital management of affected people identities across Programme activities amidst these conditions. This includes navigating complex logistical issues, maintaining security, and adapting to rapidly changing circumstances. The Country Office (CO) is implementing a comprehensive augmented reassurance action plan and has also begun the roll-out of SCOPE 2.0 for in-kind modality, which requires meticulous planning and coordination. The resilience, strategic thinking, and the ability to innovate under pressure to transition to medium- to long-term development approaches are key drive.
ACCOUNTABILITIES/RESPONSIBILITIES:
Review, monitor and analyze the CBT grant to ensure the consumption is aligned with CBT standards and WFP financial regulations. Provide periodic comprehensive analysis on CBT funds and grant balances by identifying surplus and deficit. Monitor progress against key performance indicators and suggest the changes in implementation strategies as needed to ensure timely utilization of funds by technical units. Together with the team, research and identify cost-effective delivery instruments for cash transfers meeting the context of the country office. Manage and monitor the PO lines by guiding the team on the utilization of the correct PO lines, required top-ups and closure of used PO lines before any TDD. Support to develop and maintain an updated distribution tracking tool in collaboration with the data analysis team for capturing, recording, and reporting on distributions. Ensure that all invoices from the FSPs are received on time and with accurate figures in SCOPE at household-level reconciliation. Track transfer value/cost invoices and ensure that they are actualized in WINGs, leading to timely utilization of funds and payments to service providers to align with IPSAS compliance. Support reconciliation through SCOPE for the disbursed amounts/commodities and notify the relevant service provider of any discrepancies. Provide capacity building for service providers and WFP staff on new initiatives through webinars/workshops for effective CBT programming. Conduct oversight missions to field locations to ensure that all CBT is received by the right people at the right time using the right modality by the right service provider.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree in Engineering, Computer Science, Economics, Business administration, Statistics, Data science, or other relevant field, or First University degree with additional years of related work experience and/or training/courses
Experience:
For holders of a master’s degree, a minimum of three years of relevant post graduate professional international experience is required. For holders of a bachelor’s degree, a minimum of five years of such experiences are required. Relevant experience should include.

Progressive professional experience in developing and delivering trainings and capacity-building initiatives and managing teams within international and/or development setting are essential.

Hands‑on experience with Cash-Based transfers (CBT) operations, digital beneficiary management systems e.g. SCOPE, and financial reconciliation processes.

Experience in financial and programme analysis, including grant monitoring and utilization and/or development of tracker or database to support reporting and informed decision making.

Experience in operational planning, process optimization, and cross‑team coordination.

Experience working in emergency operations and/or hardship duty station is considered an asset.

Ability to develop, update, and deliver training on Strategy, Performance, and Capacity Building, SCOPE, and CBT.

Language: Fluency in English language required.
