BACKGROUND:
Country Context:
South Sudan, the world’s youngest nation, continues to struggle to overcome a multitude of challenges. Conflict, climate shocks, economic instability and the ongoing war in neighboring Sudan have created a perfect storm of suffering, leaving families unable to access enough food.
A total of 7.56 million people – over half the population – are estimated to be facing Crisis or worse levels of food insecurity during the April–July 2026 lean season, with hunger reaching near-record levels.
The situation is particularly dire for children, with over 2.1 million aged under 5 acutely malnourished. A total of 2.8 million children is out of school – more than half of them girls. Female literacy remains alarmingly low at just 29 percent, compared to 40 percent for men – among the lowest rates in the world.
Food assistance remains essential to averting a humanitarian catastrophe, but it must also serve as a bridge to long-term recovery. WFP is working with local civil society and empowering communities – especially women and girls – to build resilience, support peacebuilding and foster self-reliance in the face of relentless adversity.
PURPOSE OF ASSIGNMENT
Support all Operational Information Management and Performance Reporting (OIM & PR) activities and contribute to the establishment and presentation of a standard and consistent operating picture of WFP operations and associated results that facilitate informed and timely decision-making at all levels throughout the organization.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Under the direct supervision of Deputy Head of Programme, the incumbent will be responsible for the following duties:
Ensure that standard OIM & PR procedures and templates are followed to drive the quality, consistency and standardization of information management and performance reporting across WFP. Analyze programme and operational data to generate actionable insights that inform decision-making, prioritization, and adaptive programming. Refine programme performance metrics to assess progress against WFP’s strategic objectives and operational targets. Produce concise analytical briefs based on dashboards, and visualizations that highlight programme impact, efficiency, and areas for improvement. Produce reader-friendly IM products (situation updates, factsheets, slide decks) to support external communication (donor reporting, advocacy). Support donor reporting and proposal development with timely, validated information; maintain a central repository of indicators, baselines, targets and achieve results to streamline reporting across grants in coordination with M&E. Establish and maintain structured filing, archiving key programmatic documents. Collate and assist in the dissemination of political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting. Collate, analyze and communicate the ‘Essential Elements of Information’, pertaining to the operational environment and available human, financial and physical assets to facilitate access to timely and accurate information used at country, regional and corporate level. Contribute to the implementation and further development of the SPR Intelligent Next Generation system (SPRING). Support the preparation of Standard Project Reports (SPRs) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation, logistics and resource management functions by coordinating to ensure coherence and quality of performance information. Collaborate with counterparts internally and with other UN agencies to ensure consistency in humanitarian information and to complement WFP analysis and information. Coordinate monthly and ad-hoc 3W/4W/5W submissions to relevant working groups (e.g., IACWG, Nutrition Cluster, Food Security Cluster), consolidating partner inputs and meeting publication deadlines. Support the enhancement of the capacity of WFP staff and partners to effectively manage operational information and performance reporting through assisting in the delivery of the OIM & PR training on core competencies. Guide and supervise more junior staff as required, acting as a point of referral and supporting them with more complex analysis and queries. Contribute to identifying Corporate Performance Reporting Improvements. Support the drafting of, and contribute to, any OIM & PR related normative guidance as required. Contribute to initiatives for developing improved, streamlined, and harmonized OIM & PR. Support the development, implementation and assurance of defined quality standards in all processes and products. Any other duties as required.
Expected Results:
Quality periodic and ad hoc reports delivered in a timely manner.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree in Political Science, Economics, Statistics, Information
Management or Journalism, Business Management, Social Sciences or another relevant field.
Required Experience:
For master’s degree holders, at least three years of postgraduate professional experience in the field below are required. For a bachelor’s degree holder, at least five years of indicated experience is required.
- Experience in the field of information management, information systems, data management, geographic information systems and mapping, and/or data visualization.
- Experience with coordination and implementation of data collection, analysis, verification and visualization, preferably in emergency context on displacement and/or human mobility
- Experience in coordination with partners and authorities is an advantage.
Knowledge & Skills:

Strong written and oral communication skills, including substantive analysis and report writing skills.

Specialized knowledge of information management best practices, techniques and process

Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems. Understanding humanitarian operations, trends, donor landscape

Ability to gather and analyze information about Humanitarian situations, Donor trends, Political and operational context

Ability to present information in understandable tables, charts and graphs.

Strong knowledge of data visualization and mapping (e.g., ArcGIS, QGIS, or any other tools, PowerBi, Tableau, etc.) is an asset.

Strong knowledge and experience in data analysis software (Excel, SQL, Access, PowerBI) or other statistical packages (e.g., R, SPSS, etc.)
Languages:
Fluency (level C) in English language.
