JOB TITLE: Monitoring, Evaluation and Information Management Officer – RSRTF Kong Koc 2 Area Based Programme

DURATION: One year, renewable based on funding availability and performance

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The UN World Food Programme (WFP) is leading two area-based nexus consortium programs funded by the UN Multi-Partner Trust Fund for Reconciliation, Stabilization, and Resilience (RSRTF). RSRTF programs bring together UN and non-government organizations (NGOs) to leverage each actor’s comparative strengths in peace, governance and resilience to contribute to violence reduction in conflict hotspots and improved stability and to create space for longer-term investments for socio-economic development.

The two area-based consortium programs include 1) Laying the Foundation for Peaceful, Stable, and Resilient Communities in Greater Tonj and Northern Lakes Phase II 2025-2028, known as the Kong Koc program and 2) Community Violence Reduction in Central-Southern Jonglei and Greater Pibor Administrative Area (GPAA) Phase II 2023-2025, known as the Partnership for Peace program.

Kong Koc Phase I ran from 2022 to 2025, focusing on the Greater Tonj subregion of Warrap State (Tonj East, Tonj North and Tonj South Counties). Its endline survey showed that the program contributed to a reduction of large-scale violence and increase in the community perception of safety and security and uptake of livelihoods. Given persisting inter- and intra-communal tensions and not to lose the gains made during phase I, Kong Koc Phase II was approved for the June 2025 to June 2028 period. The second phase includes Cueibet and Rumbek North Counties of Lakes States to address cross-border conflict between Greater Tonj and Northern Lakes.

The Kong Koc consortium is comprised of the Adventist Development and Relief Agency (ADRA), Peace Canal, The Organization for Children’s Harmony (TOCH), the United Nations Development Programme (UNDP), Steward Women, the United Nations Mission for South Sudan (UNMISS) and WFP.

RESPONSIBILITIES:

The Monitoring, Evaluation and Information Management (M&E/IM) Officer – RSRTF Kong Koc 2 Area Based Programme – will directly report to the Kong Koc Programme Coordinator under overall supervision of the Head of Programme, Kuajok Field Office. The M&E/IM Officer will have a technical reporting line to the Monitoring, Evaluation, Accountability and Learning (MEAL) Officer at the Country Office (CO) and work closely with the M&E staff of two WFP Field Offices (Kuajok and Rumbek) falling in the Kong Koc operational area. The selected candidate will be responsible for the following tasks:

  • Chair the Kong Koc M&E Technical Working Group meetings.
  • Work closely with the Kong Koc consortium member M&E focal persons to manage the Kong Koc monitoring, evaluation and learning (MEL) plan.
  • Ensure that the RSRTF Kong Koc results framework, at all times, captures clear targets and progress and cumulative results for outcome and output indicators in coordination with the consortium member M&E focal persons.
  • Ensure that Kong Koc output data are collected and reported by the consortium M&E focal persons as per agreed schedules and generate summary reports for tracking and performance discussions, including presentation to the Kong Koc Project Board.
  • Ensure that Kong Koc activities are included into WFP bi-annual outcome monitoring and that resilience outcome indicators assigned to WFP are integrated in the outcome monitoring exercises.
  • Closely coordinate with the WFP MEAL Unit to ensure that visits to RSRTF Kong Koc resilience activities implemented by WFP are included in the WFP monthly process monitoring plans.
  • In coordination with the WFP MEAL focal point, support the implementation of Kong Koc-specific baseline, mid-term and endline assessments, including on safety and security indicators, by providing timely and accurate data to plan the assessments, lead the coordination of the exercises at field level, and support training the field teams.
  • Support the WFP MEAL focal point in preparing baseline, mid-term and endline assessments reports.
  • Draft, or collect input from the consortium partners, success stories of the Kong Koc project.
  • Coordinate within WFP including the Conflict Analysis team and with the consortium partners to draft RSRTF quarterly reports.
  • Work closely with the WFP Communication team to produce and disseminate communication and visibility items and organize, or support the RSRTF Secretariat as requested, publicity events.
  • Contribute to WFP situational updates and corporate reports to ensure that the RSRTF Kong Koc project highlights are shared.

KEY DELIVERABLES:

  • Minutes of the Kong Koc M&E Technical Working Group meetings
  • Kong Koc MEL plan tracked, reviewed, and updated periodically
  • RSRTF Kong Koc results framework reviewed and updated periodically
  • Kong Koc information collection tools developed, as appropriate, and utilized by the consortium partners
  • Issues and challenges identified in the Kong Koc implementation assigned and followed up by respective consortium partners
  • M&E products of the Kong Koc project produced and disseminated with accuracy, quality, and timeliness
  • RSRTF Kong Koc quarterly reports drafted with quality and timeliness
  • Communication and visibility items and events produced, disseminated and organized/supported following the RSRTF guidelines

QUALIFICATIONS & EXPERIENCE REQUIRED:

Experience:

At least 2 years of professional relevant professional work experience as stated below with an advanced university degree (master’s degree or higher) in Economics, Statistics, International Development, Agriculture, Environmental Science, and Social Science. Or at least 4 years of relevant work experience with a first university degree (bachelor’s)

Relevant work experience in the following areas:

Analytical writing, analytics, M&E systems development, and programme performance management.

Specific Skills:

• Data management and analysis and analytical writing
• Monitoring, Evaluation, Learning and Reporting within internally and externally in UN agencies and NGOs
• Developing indicators and performance monitoring plans
• Managing evaluations and assessments
• Programme performance management and M&E systems development
• Past experience working with humanitarian or development programs, preferably in fragile or conflict-affected contexts

• Proficiency in Microsoft package, data analysis skills, data management, and strong report writing skills are essential. Proficiency in statistical analysis softwares (SPSS, Tableau or similar) are considered a strong asset.
