▪ World Vision is looking for a dynamic person to fill the position of Field Security Officer (2) .This position will be based in Juba and requires travel more than 60 % of the time within the States in different parts of the country.
Purpose of the Position:
▪ To implement, manage & monitor security policy, procedure and infrastructure that create an environment which enable World Vision RRM (Rapid Response Mechanism) deliver programmes safely, securely and effectively within assessments areas of South Sudan.
▪ To assist the Food Assistant Officer in the planning, implementation and monitoring of safety & security management.
▪ To assess manage and mitigate risk within World Vision response programmes according to international best practice.
. MAIN RESPONSIBILITIES:
Carry out Threat and Risk Assessments
Review and update Security Plans.
Review and rehearse Evacuation Plans for staff, critical assets and documentation;
Implements and supports hibernation strategies including stocks of food and equipment as appropriate
Implement and monitor staff movement and tracking systems while maintaining operational security;
Update and provide security orientation and briefs for all RRM staff;
Assist the Security and RRM management in the field for any emergency situations;
Provides periodic security reports to the Security Manager and RRM Project Manager;
Advise Security and RRM management on any changes in the security context as appropriate;
Manage and Investigate security incidents and provide a written report to Security Manager; Assist the security manager design and deliver annual security awareness & training programme for all national staff;
Liaison & co-ordination with UN agencies, INGOs, Police, Security forces & other stakeholders as required;
Provide oversight of emergency communications including stock management and staff training
Identify areas of Security Management requiring external support.
Contribute as required to the development of WV programme design and planning
Qualifications: Education/ Knowledge/ Technical skills and Experience
▪ Advanced degree in Military or Police service, Law, Peace keeping Missions, Security Management or equivalent qualification in a related field
▪ Advanced First Aid qualification from an internationally / nationally recognised provider.
▪ Full clean driving licence.
▪ Minimum three years’ experience working with UN Agency / NGO
▪ Implementation and management of security policy, procedure and infrastructure within complex high risk or hostile environments
▪ Demonstrated experience in designing and delivering training.
▪ Two and more years management experience in an appropriate security or emergency service such as Military and / or Law Enforcement.
▪ Demonstrated Project management skills.
