World Vision South Sudan (WVSS) is looking for a dynamic person to fill the position of Surveillance Project Manager for its Core Group – Polio Project base in Juba with frequent travel to field locations.
Essential Responsibilities:
Under the technical supervision of Project Director and other stakeholders like WHO, UNICEF and the Ministry of Health for polio eradication and the overall supervision of the Core Group Polio Project HQ, the Surveillance Project Manager will be responsible for all the polio eradication activities in the assigned country and will undertake the following duties:
Management
• Ensure effective coordination of implementation of all Core Group Polio Project (CGPP) funded
• Projects implemented by partners in the field.
• Supervisor the activities of 3 State Surveillance Officers and mentor them as required.
• Directly supervise activities and build capacity of partners’ field staffs in the operation areas
• Ensure the effective and timely implementation of the program in all target areas.
• In close collaboration with partners and Secretariat Director provide direct oversight, strategic and operational directions to all program staff ensure program integrity and quality.
• Facilitate relationships and program implementation at partner levels including partner NGOs,
• County Health Departments (CHDs), State Ministry of health, county authorities and community- based organizations.
• Participate in meetings with partners and technical working groups in the absence of the Project
• Director.
• Supervise activities of the CGPP in the supported counties within South Sudan.
• Monitor progress of activities implemented by our partners (progress against targets)
• Conduct regular meetings and progress reviews with staff in all program locations.
• Develop and manage monthly activity budgets and submit it to the SO on timely basis
• Compile and submit regular monthly and quarterly project reports to the Project Director for review
• Contribute in development of annual reports
• Participate in development of technical proposal for Core Group Polio Project
• Act on behalf of the Project Director during his/her absence from the office.
• Organize monthly partners meetings and document all the proceedings of the meetings for future references.
AFP Surveillance
o Support county health authorities in ensuring that there is a system in place for comprehensive.
• AFP case detection and response.
o Complement county health authorities / staff efforts to ensure timely investigation of all AFP cases including timely stool collection and transportation and appropriate actions are under taken in response to the surveillance findings.
o Undertake regular site visits to reporting sites to ensure that no AFP cases are missed/ not reported.
o Ensure that all partners discuss data for AFP with the Local health authorities before they are submitted to the WHO/CGPP country office in Juba.
o Regularly monitor the quality of surveillance data in the counties of responsibility.
o Facilitate training of county coordinators, payam supervisors, and county health department EPI staff on AFP surveillance.
o Ensure that partners submit complete and timely reports to CGPP country office in Juba
o Ensure partners recruit and train volunteers in each of the partner site
Supplemental Polio Vaccination Campaigns (SIA)
Provide technical support to independent campaign monitoring to ensure improve quality of the polio campaigns at the county level.
• Involve in planning of independent monitoring in the whole country
• Participate in training of central supervisor and data collectors at the state level
• Supervise all round of polio independent monitoring in South Sudan
• Ensure reports for independent monitoring are analyzed and distributed to all stakeholders on timely manner.
Cross Border Initiative
Support the effort of Core Group Polio Project to sustain and strengthen the cross border initiative with neighboring countries for coordination and collaboration.
Any other duty as assigned by the Project Director
KNOWLEDGE, SKILLS, ABILITIES AND EXPERIENCE REQUIRED
Education:
Master degree required; preferably in health related field.
Work experience:
• Minimum 5 years’ experience in coordination, planning and guiding training programmes for front-lines workers, especially related to building interpersonal communication skills, community surveillance, community mobilization and community dialogue. Exposure to training related to field work for polio eradication, and other aspects of public health, is preferred
Skills:
Computer skills including word processing and some experience with spreadsheets (Excel).
Excellent, written and oral communication skills; interpersonal skills; demonstrated reliability, attention to detail and quality donor report writing skills.
Capabilities:
Solid judgment; critical thinking skills; a sense of teamwork and community participation
