World Vision is looking for a dynamic person to fill the position of Quality Assurance Officer (Man or Woman) in its Office, based in Juba, FEED Consortium Project.
PURPOSE OF THE POSITION:

Under the direction of the Quality Assurance Manager, the Quality Assurance Officer will support and coordinate World Vision FEED project level monitoring, evaluation and accountability in Central Equatoria, Western Bahr el Ghazal, Northern Bahr el Ghazal and Warrap State; (a) Strengthen capacity of FEED project staff in all aspects of Monitoring, Evaluation & Accountability; b) Supervise data collection, analysis as per Performance Measurement Framework; c) Document best Practices and lesson Learn’t ; d) Facilitate data quality Assessment and Data Management.
MAIN RESPONSIBILITIES:
• Support assessments, Mid-term reviews, Outcome Monitoring, Research and Evaluation studies during data collection and analysis;
• Participate in organizing and undertaking surveys to provide primary data (Mid-term reviews, Outcome Monitoring, Research and Evaluation studies) when required and as part of ongoing assessment of the impact of the project;
• Facilitate assessments for contextual understanding, identifying opportunities, vulnerabilities, capacities and resources, deciding feasibility and setting ME&A priorities at the project level;
• Ensure effective monitoring and evaluation of project quality, using a variety of monitoring tools appropriate to the project, management reviews, audit results, core WV values and policies, operational plans, and strategic documents;
• Monitor the Performance Measurement Framework (PMF), linked to FEED Project, consistent with the World Vision DME framework, as appropriate, that includes standards developed by DFATD;
• Support implementation of World Vision South Sudan FEED Project Monitoring, Evaluation and Accountability (including Beneficiary data base) through regular field monitoring visits and tracking of Key Performance Indicators at the Field level;
• Participate in conducting mid-term reviews and internal evaluations and prepare reports in accordance with World Vision Partnership standards;
• Support management and accountability through routine, accurate collection and reporting of information (indicator Tracking Table) that confirms status of project activities based on Performance Measurement Framework;
• Develop the quality control systems and mechanisms needed to guarantee proper management of information and data;
• Document Lesson Learn’t ,best practices and consolidate monthly and annual reports;
• Perform other duties , when necessary
N.B: This position is open to National South Sudaneses only.
N.B ; The incumbent of this position will not be a relocatable staff.

• KNOWLEDGE, SKILLS, ABILITIES AND EXPERIENCE REQUIRED

A degree in relevant field, preferably in Quantitative Economics, Population studies, statistics or Monitoring and Evaluation
Demonstrated experience in program design monitoring and evaluation
Previous experience in using SPSS and EPI - Info
Previous experience in Food Security project in Monitoring and Evaluation
Previous experience with major donor proposal DME requirements (DFATD), (agencies preferred)
Capacity building experience in project design, monitoring, reporting, and evaluation
Computer knowledge including Word, Excel, Lotus Notes and Power Point
Strong skills in written and spoken English.

PREFERRED:
At least 1 year field experience in a relief or development environment.
