World Vision is looking for dynamic persons to fill in one position of Monitoring & Evaluation Officer (M&E Officer) –Health Pooled Fund Project to be based in Tonj North.

Purpose of the position:
Provide leadership and coordination at the project level in the monitoring and evaluation of ISDP– in Warrap State; (a) Strengthened capacity of Health Facility staff in all aspects of M&E; b) Supervise data collection, analysis as per grant HPF; c) Strategic engagement with WVI and external stakeholders on program quality; d) Provision of quality M&E support to the field; and e) Contribute to Project Update as per project partnership agreement.

Key Responsibilities
• Lead assessments and baseline studies to prepare background information and data for design of projects;
• Participate in organizing and undertaking surveys to provide primary data (baseline, EPI coverage, Nutrition and KAP surveys) when required and as part of ongoing assessment of the impact of the project and sector needs;
• Facilitate assessments for contextual understanding, identifying opportunities, vulnerabilities, capacities and resources, deciding feasibility and setting M&E priorities at the project level
• Ensure effective monitoring and evaluation of program quality, using a variety of monitoring tools appropriate to the project, social sciences in general, management reviews, audit results, core WV values and policies, operational plans, and strategic documents;
• Develop a Monitoring and Evaluation (M&E) system, linked to HPF system, consistent with the WV M&E framework, as appropriate, that includes standards developed by HPF
Oversee implementation of M&E systems (including HIMS or DHIS) through regular field monitoring visits and tracking of Key Performance Indicators at the regional level;
• Coordinate quarterly and annual county and regional program review meetings to facilitate dialogue and learning on project/program implementation
Conduct/Supervise mid-term reviews and internal evaluations and prepare reports in accordance with WV Partnership standards;
• Support management and accountability through routine, accurate collection and reporting of information that confirms status of program activities based on log-frames.
Develop the quality control systems and mechanisms needed to guarantee proper management of information and data
• Consolidate quarterly and annual county and regional reports and recommend for sharing with external stakeholders

Qualifications and Experience
• The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
• A Diploma or Bachelor degree in Public health, Biostatistics, Epidemiology or any other related field.
• Demonstrated experience in program design monitoring and evaluation
• Previous experience in using HMIS and DHIS
• Previous experience in Health programme Monitoring and Evaluation
• Previous experience with major donor proposal DME requirements (USAID, ECHO, BPRM, UN agencies preferred)
• Capacity building experience in project design, monitoring, reporting, and evaluation
• Computer knowledge including Word, Excel, Lotus Notes and Power Point
Strong skills in written and spoken English
• PREFERRED: At least 2 years field experience in a relief or development environment.
