Job Title: Monitoring and Evaluation Officer(1 Position)

Duty Station: Kuajok
Deadline: 22nd February, 2017 at 5:00pm

Purpose of the position:
To assist in operationalizing the Food Assistance accountability, monitoring and evaluation systems to facilitate effectively tracking, documentation and reporting of implementation progress to inform management decision on Programme performance and accountability to beneficiaries.

Responsibilities:

• Participate in assessments and baseline studies for Food Assistance Programmes to prepare background information and data for design of projects.
• Conduct routine monthly tracking of project performance against the indicators and targets in the ITT and DIP.
• Lead in the design and dissemination of M&E tools for on-site distribution monitoring (ODM) and Post distribution monitoring (PDM)
• Work with the M&E monitors to conduct regular and timely ODM and PDM monitoring in sampled locations and produce reports for sharing with management
• Conduct regular on-spot checks in the field to monitor FFA, FFE, GFD and all the other modalities. Specific attention should be put in value for money monitoring of assets created under the FFA
• Coordinate with the M&E monitors to collect and document success stories and best practices from the field as part of programme learning and evidence
• Carry out routine data entry and analysis of both quantitative and qualitative data obtained from ODM and PDM which will be used to generate field monitoring report
• Document and track complaints from beneficiaries and monitor the availability and effectiveness of beneficiary complaint reporting mechanisms in line with the Humanitarian Accountability principles
• Routine mentoring and capacity building support to the M&E monitors in the Counties
• Participate in project review meetings by sharing data on the status of achievements of planned outputs to facilitate discussion on what needs to be improved

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
• A Bachelor’s degree in Statistics, demography, development studies or related field
• Demonstrated experience in program design monitoring and evaluation
• At least 2 years of experience in Monitoring and Evaluation work in Emergency Food Assistance programme or closely related field
• Commitment to and understanding of international humanitarian standards, especially the Red Cross and Red Crescent Code of Conduct, Sphere, and the Humanitarian Accountability Partnership (HAP) Standard
• Experience in monthly, quarterly, end of project evaluation, conducing learning events, project design, proposal writing (log frame, ITT, M&E plan etc
• Experience working with UNWFP, UKDFID and food commodity programming preferred
• Computer knowledge including Word, Excel, SPSS, Lotus Notes and Power Point
Strong skills in written and spoken English.
