World Vision is looking for a dynamic person to fill the position of Monitoring & Evaluation Officer, (Man or Woman) for its UNICEF Education Project, based in Fashoda, South Sudan

Purpose of the Position:
Under the direction of the project manager, the Monitoring and evaluation officer will support and coordinate project level monitoring and evaluation in the project area; a) Strengthen capacity of project staff in all aspects of Monitoring and Evaluation; b) conduct data collection, analysis as per the project logic framework; c) Document best practices and lesson Learnt; d) Facilitate data quality assessment and data management.
MAIN RESPONSIBILITIES:

  • Support assessments, mid-term reviews, , research and evaluation studies during data collection and analysis;
  • Participate in organizing and undertaking surveys to provide primary data (mid-term reviews, , research and evaluation studies) when required and as part of ongoing assessment of the impact of the project;
  • Facilitate assessments for contextual understanding, identifying opportunities, vulnerabilities, capacities and resources, deciding feasibility and setting M&E priorities at the project level;
  • Ensure effective monitoring and evaluation of project quality, using a variety of monitoring tools appropriate to the project, management reviews, audit results, core WV values and policies, operational plans, and strategic documents;
  • Monitor the logic framework, linked to Project, consistent with the WV DME framework, as appropriate, that includes standards developed by the donor;
  • Support implementation of WVSS project Monitoring and Evaluation (including beneficiary data base) through regular field monitoring visits and tracking of key performance indicators at the field level;
  • Participate in conducting mid-term reviews and internal evaluations and prepare reports in accordance with WV the partnership standards;
  • Support management and accountability through routine, accurate collection and reporting of information (Indicator Tracking Table) that confirms status of project activities based on logical model;
  • Develop the quality control systems and mechanisms needed to guarantee proper management of information and data;
  • Document Lesson Learnt ,best practices and participate in preparation of monthly and annual reports

KNOWLEDGE, SKILLS, ABILITIES AND EXPERIENCE REQUIRED
A degree in relevant field, preferably in Quantitative Economics, Population studies, statistics or Monitoring and Evaluation
Demonstrated experience in program design monitoring and evaluation
Previous experience in mobile data collection and in using SPSS and EPI - Info
Previous experience in Monitoring and Evaluation of education project
Previous experience with major donor proposal DME requirements, agencies preferred)
Capacity building experience in project design, monitoring, evaluation and reporting
Computer knowledge including Word, Excel, Lotus Notes and Power Point
Strong skills in written and spoken English.
PREFERRED:
At least 1 years field experience in a relief or development environment.
