Job Summary:
The Health advisor will be a member of Health Pool Fund Program team working closely with Program Director and Project Managers to provide technical leadership, and guidance to advance the on-going development and implementation of Primary Health care programs (including Maternal and Child Health Care. This position will contribute to functions within the larger CMMB South Sudan Programs with a focus on Primary Health Care, strengthening program quality and mentoring of staff through coaching and trainings.
The position will support and advance program quality, provide expert advice/support, and transfer skills through technical assistance and the development of local capacity. The Advisor will contribute to agency reporting and monitoring requirements to measure results, documentation, and program research. The position will work closely with other thematic areas within the Primary Health Care and Maternal and Child Health care Program to ensure integration. As part of the Health team, this position will advance the work focused on ensuring the wellbeing of children in especially difficult circumstances and successfully pursue new business opportunities for the technical team. The position will work closely with others to advance collaboration, joint programming, and fundraising.

Key Responsibilities:
Essential Duties, Responsibilities and Impact
Technical leadership and Support for Quality Programming in Malaria (15%)
Provide advanced technical assistance to country offices in formulating programs and implementing strategies into quality, scalable malaria control and elimination in select countries;
In collaboration with project teams in support start-up of health programs and work planning, and provide technical input throughout project to ensure programs are current and of high quality;
Support design, and monitoring and evaluation planning of operational research to answer key program questions;
Along with Health Pool Fund team, support the development of evidence-based program standards and guidance that reflect Children’s best practices and state-of-the-art approaches and promote widespread application. Set technical standards/priorities for evaluation and for research;
Promote the application of best practices and of malaria Programs that are directly related to preventing, controlling and other preventable conditions.
Health Advisor will serve as an advisor to project managers and technical staff based in the field offices and will ensure that projects meet CMMB, MOH and WHO standards.
Health Advisor will also have an important role in liaising with health authorities at national and local levels, the collaborating, international NGOs working in the health domain and with community structures to increase the awareness and to support capacity building. The tasks and responsibilities include:
Vision, Strategy Development & Operational Planning (10%)
Contribute to HIV strategy development and operational planning and for cross-cutting Primary Health Care priorities as well;
Contribute to ongoing regional collaboration with country-level, regional and other CMMB member analyses related to Primary Health care, and support programs, where applicable;
Support regional and country offices’ work in developing sector strategies and setting priorities;
Participate as a key focal point in interagency meetings to track new developments and lead evolving regional strategy for Primary Health care and Maternal and Child Health response.
Technical Leadership and Support for Quality Programming in Primary Health Care (55%)
Provide advanced technical assistance to country offices, in formulating program and country strategies, and turn these opportunities into quality, scalable primary Health care, maternal and Child Health Care and support programs for children, women and youth;
In collaboration with Primary Health Care technical staff, support start-up of the GF programs and work planning, and provide technical input throughout projects to ensure programs are current and of high quality;
Support design, and monitoring and evaluation planning of operational research to answer key program questions;
Along with HPF team, support the development of evidence-based program standards and guidance that reflect CMMB’s best practices and state-of-the-art approaches and promote widespread application. This includes setting technical standards/priorities for evaluation and for research;
Promote the application of best practices and of Primary Health care as a key program area, and work to keep it visible as an important thematic area globally;
Maintain knowledge of state-of-the-art information, and with field-based colleagues identify internal/external good/promising practices.
Lead and Support Resource Mobilization (10%)
In collaboration with the Primary Health Care and other technical teams, Resource Development, New Business Development (NBD) and Regional and Country Offices:
Contribute to long-term fundraising strategies, including identifying and developing funding sources; making presentations to potential sponsors; and leading the development of proposals;
Advance joint programming and fundraising opportunities with other partners in priority countries;
• Represent CMMB in relevant health coordination forums at the National and State level, and establish/strengthen strategic partnerships with INGOs and UN agencies such as WHO, UNICEF,UNHCR and UNFPA and government agencies to ensure quality health services for women and children, as well as youth are delivered…
• Liaise closely with National Health partners, agencies and local leaders regarding project activities to ensure and promote a coordinated approach to project implementation.
• Ensure all avenues, including partners, forums and communications to external partners are effectively used in influencing the policies of the Ministry of Health at the national and State level, and funding approaches of donors so as to improve the enabling environment for improved quality of health services for women, children and male youth.
Ensure that monitoring and evaluating interventions are in place related to standard of all donor indicators and to ensure that these are evidence-based and implemented in a comprehensive and cost-effective mann
Contribute in the development of projects proposal writing and review/revision of all technical narrative reportsEnsure that monitoring and evaluating interventions are in place related to standard of all donor indicators and to ensure that these are evidence-based and implemented in a comprehensive and cost-effective manner
Play an active role in the acquisition and development of new projects. Pro-actively approach and present CMMB to (potential) donors, and (potential) partners.
Contribute in the development of projects proposal writing and review/revision of all technical narrative reports Ensure CMMB Health programming is line with the national Ministry of Health and Organization Strategic direction and comply with national and WHO health protocols, policies and standards
Identify upcoming opportunities for public sector RFAs/RFPs from multi-lateral donors including USG and Global Fund and work with COs/NBD to position;
Contribute to agency knowledge and decision-making concerning pursuit of funding opportunities;
Lead and support development and submission of quality proposals in response to identified opportunities.
Cross-Cutting Program Initiatives and Services (10%)
Lead and support in the planning and implementation of learning meetings and facilitate other cross-program learning
Identify, document and disseminate technical and project materials and success stories from field programs, promote uptake more broadly within agency programs and more widely among partners and program community;
Qualifications:
Advanced degree in public health (infectious diseases) or related field or equivalent experience. Medical degree is an added advantage;
At least 10 years of progressively responsible experience in global health programming, especially in the area of malaria control;
Advanced skills in developing and implementing multi-sectoral malaria control and elimination, and Primary Health care, support programs in developing countries;
Skills & Behaviors
Demonstrated mastery of current and upcoming issues in Primary Health Care Maternal and Child Health, Up-to-date knowledge of proven and promising approaches for facility and community-based programming;
Experience in working with high risk populations
Ability to work independently and with minimal guidance, while staying connected to Project team
