Chief of Party/Technical Director

Position Reports To: VP of Programs

Location: Juba, South Sudan


The Chief of Party/Technical Director (COP/TD) will provide technical and program oversight and direction in HIV prevention, care and treatment to a USAID-funded, comprehensive HIV services project (Strengthening Provision of Primary HealthCare for HIV Services – SPPHC) in South Sudan. This program aims to support and increase access to quality, comprehensive HTC, PMTCT, and ART services, including pediatric and adolescent HIV care, within high HIV-burden areas of Greater Central and Western Equatoria States of South Sudan. Responsibilities of the Technical Director include leading technical and strategic planning for and coordination of implementation of relevant activities in conjunction with global Jhpiego Technical Directors. The COP/TD will also ensure that the project maximizes utilization of cross-cutting approaches, such as equity, quality and a gender-sensitive approach. This position will ensure the technical and methodological soundness of activities and, in collaboration with the project team and donor, support the design of service delivery strategies, based on sound and current scientific evidence. The COP/TD will also have management duties and work closely with partners and the donor as the most senior level person representing the project. The position will be based in Juba, with frequent travel and program activities will take place across Central and Western Equatorial States.


Provide technical oversight, strategic direction and ensure appropriate support for the implementation of HIV program activities

Develop and/or review evidence-based clinical training materials, job aids, and curricula, supervisory systems and other training materials needed for implementation of HIV prevention, care and treatment activities

Guide the integration of HIV prevention, care and treatment services within the integrated package of primary health care services in South Sudan

Provide assistance, mentoring and capacity building in:

improving continuity of care, treatment and follow-up for all HIV-positive clients, including children and adolescents, and mothers and infants;

ensuring the quality of rapid HIV testing and routine, confidential CT capacity;

ensure adherence to follow up to care and treatment including alternative methods of service provision

strengthening the relationships between the community and the health facilities;

integrating couples counseling within HTC and PMTCT services;

Oversee implementation of facility and community based HIV services including services provided in POC camps and for vulnerable population in the community

Ovesee the development of ANC as the main entry point for HTC and PMTCT services for pregnant women

Coordinate assessments, site strengthening, follow-up and supervision, advocacy, demand creation, policy support, capacity-building and M&E across program sites as required by program activities

Actively participate in all Technical Advisory Group Meetings, and represent Jhpiego in professional forums by participating and presenting in pertinent meetings and conferences, as well as technical working groups

Identify appropriate facility- and community-based strategies to address HIV service delivery gaps and increase male and index contacts testing and retention

Formulate and test sustainable solutions to [training, service delivery] gaps, utilizing cross-cutting approaches such as performance and quality improvement and in-service training/pre-service education

As part of HIV TWG, guide [MOH, professional associations, other national stakeholders] in the revision/development of evidenced-based standards for competency in HIV prevention, care and treatment

Mobilize international level clinical/technical expertise to resolve clinical issues that shape or effect local public policy or program design.

Supervise technical staff and ensure timely implementation of activities and adherence to finance and operations procedures

Work with M&E staff to design, implement a plan to track data/results related to HIV prevention, care and treatment

Provide technical leadership to the development of the project strategic plan, work plan, and program monitoring, in close collaboration with MOH, USAID and other stakeholders

Ensure timely implementation of all program inputs related to HIV prevention, care and treatment, including planning and implementing assessments, site strengthening, follow-up and supervision, advocacy, demand creation, policy support, capacity-building and M&E across program sites, in close coordination and collaboration with USAID, relevant ministries of health

Act as project liaison with donor and lead on responses to all USAID required reporting including writing narratives and analyzing data in conjunction with the M&E team

Required Qualifications:

A relevant advanced degree (i.e. clinical, public health) and at least 5 years’ experience in specific to HIV prevention, care and treatment

At least 5 years’ experience contributing technical leadership to projects of at least $5 million per year value, preferably in South Sudan or the East Africa region;

Experience building capacity at individual and organizational levels;

Skill in at least two or more of the following technical areas: strengthening service delivery programs, training, pre-service education, performance and quality improvement, monitoring and evaluation

Experience with a mix of practical technical skills in HIV prevention, care and treatment necessary for service delivery at the regional, national, clinical and community-level

The ability to liaise with senior MOH officials and dignitaries, executives of NGOs, FBOs, CBOs, the for-profit business community, and senior members of the donor community;

Demonstrated in-depth understanding of South Sudan’s healthcare system, particularly the public health system, experience living and working in South Sudan preferred.

Strong oral and written communication and presentations skills in English; Strong skills in word processing and Excel spread sheets;

Familiarity with USAID and PEPFAR administrative, management and reporting procedures and systems;

Proven track record managing a project team composed of several technical experts and fostering team work

Ability to coach, mentor and develop technical capacity in national programs and technical staff in the areas

Ability to travel outside of Juba up to 30% of time
