INVITATION TO TENDER
1.0 BACKGROUND INFORMATION
Plan is a global humanitarian, Youth centrommunity development organization, without religious, Political or Governmental affiliation, mobilizing millions of people around the world to support social justice for children in developing countries (www.plan-international.org). Plan works with children, their families and communities in over 80 countries worldwide, including South Sudan; building skills, structures and resources to give children an equal chance to develop into healthy, educated and responsible adulthood.
2.0 THE SCOPE OF THE INVITATION TO TENDER
Plan International South Sudan is seeking a reputable, capable and willing Consultancy firm to participate in a tender for the hire of a consultant to conduct a baseline survey for country strategy for Country office and all the field offices across the country as listed in the Invitation to Tender.
Therefore; Eligible, Relevant and Capable consultancy firms are hereby invited to participate in this tender process for the provision of consultancy services based on the detailed specifications and instructions stated in the Invitation to Tender (ITT) and the Terms of Reference (TOR), both of which can be accessed as per the TENDER COLLECTION INSTRUCTIONS provided here below.

4.0 SAFEGUARDING AND PREVENTING SEXUAL HARASSMENT, EXPLOITATION AND ABUSE
The awarded service provider will be required to sign and adhere to Plan International’s Safeguarding Policy, Preventing Sexual Harassment, Exploitation Policy and Abuse and Anti-Corruption policies. Plan International has zero tolerance on the three mentioned policy including stance on corruption. Any form of canvasing or undue influence will lead to automatic disqualification.
5.0 TENDER COLLECTION INSTRUCTIONS
Eligible and Interested Consultancy firms are directed to collect copies of the ITT and TOR from Plan International South Sudan Country office at Hai Jerusalem Juba South Sudan, between 9:00am to 3:00pm from Monday 8th September 2025 to Monday, 22nd September 2025 on the business days of the week. Alternatively, the same documents can be accessed on the link below.
6.0 TENDER SUBMISSION INSTRUCTIONS
All completed tender documents must be submitted by email to ssprocurement.committee@plan-international.org or hand delivered to Plan International South Sudan Country Office at Hai Jerusalem Juba South Sudan, before 12:00pm of Monday 22nd September 2025 , sealed in plain envelops clearly labelled as:
