HR Manager Job with AVSI

JOB VACANCY: Human Resource Manager (1 vacancy)
AVSI Foundation is a global non-governmental organization with headquarters in Italy. AVSI is operating in South Sudan since 2005, implementing medium to long-term sustainable health, education, water & sanitation, food security and emergency relief programmes.
The organisation is now seeking to recruit suitable qualified South Sudanese national for the position of Human Resource Manager.

Duty Station: Juba

Purpose
Ensuring that proper human resource policies and procedures are followed at Headquarter and Field Office level according to the AVSI Human Resource Management Manual.

Assignments and functions
• As a member of the senior Management team in the Country, give advice and support to all project managers and the staff in all aspect of AVSI HR policies and procedure and the local employment law.
• Proactively take lead on all the recruitments in South Sudan, ensuring that recruitment processes are planned, organized and implemented on time and with appropriate support to the hiring managers eg, reviewing JDs, seeking Ministry of labor’s approval, advertising, long/short listing, communication to the candidates, invitation of the panel members and booking of interview rooms, etc.
• Overall responsible for preparing offer of appointments, contracts and related documentation for AVSI South Sudan staff, payroll, salary payments and receipts.
• Obtaining and following up all matters of Healthcare insurance cover of AVSI South Sudan staff.
• Calculation of contract costs, overtime, leaves pay, final benefits, etc.
• Overall responsible for registering annual leave, sick leave, compassionate leave, etc in the staff personal files with the assistance of HR Focal Persons in the field.
• Overall responsible for checking and monitoring attendance records.
• Responsible for monitoring and follow-up of Human Resource related issues in AVSI field offices and keeping all the original staff files of the staff in Juba and all the field offices.
• Focal point for national staff matters in South Sudan including monthly update of project allocations and responsible for the proper filling and follow-up of the staff Time Sheets and check them for conformity with instructions.
• Responsible for all the legal documents of AVSI expatriate staff (e.g. work permit, entry permit, passport registration, ect.)
• Focal point for legal issues related to AVSI activities and staff.
• Responsible for dissemination and follow up of Performance Evaluation Reports.
• Responsible to submit any amendments request for AVSI to comply with Human Resource law or regulations change in the country
• Any other duties assigned by your supervisors

Requirements

Education
• Degree or Higher Diploma in Human Resource Management or Business Administration.

Knowledge and experience
• Minimum of 3 years’ experience in HR or administration with International NGO in South Sudan
• Working knowledge of the South Sudan Labor regulations.

Skills
• Competent in use of Microsoft applications especially Excel and Word
• Excellent interpersonal and communication skills
• Good writing skills
• Very keen in details
• Fluency in written and spoken English with Arabic as an added advantage
• Ability to work under pressure and meet strict deadline
• Ability to work independently
