GBV Project Officer (Emergency Preparedness and Response)
Position : GBV Project Officer EP&R (1 Position)
Report to: EP&R Project Manager/ Protection Coordinator
Contract duration : 4 months ( 1 December 2018 – 31 March 2018)
Location : Based in Juba with countrywide deployment
Expected start month : December 2018

Main Objective:
The EP&R Team carries out life-saving protection responses to mitigate protection risks for vulnerable IDPs and host communities, and respond timely to emergencies and displacements through EP&R in key locations. Community-based protection mechanisms will be strengthened and durable solutions for displaced populations identified and facilitated, in line with the principles of safety, dignity, and meaningful access for IDPs, host communities and returnees. This includes assessment, prevention and response activities in line with the contractual agreements and guidance of the Protection Cluster
Summary of Job:
The GBV Officer shall work under the overall supervision of the EP&R Project Manager and in close cooperation with the EP&R Team Leader and Project Team. The GBV Officer will support the EP&R Project Manager in the overall management of the project and he/she will assist the Project Manager in activities including but not limited to mobile protection responses for GBV, awareness raising activities, GBV training and facilitation for communities and partners, GBV case management and referral, monitoring and reporting activities, logistical support and contributing to the direct implementation of community based GBV protection measures and response activities
- Responsibilities/Duties:
- Participate in the planning and organization of field missions, as part of the EP&R Team
- Conduct participatory needs assessments/safety audits focused on GBV Protection needs using quantitative, qualitative and participatory methods that ensure community involvement. (FGDs, individual interviews, observation, key informant interviews, household outreach).
Conduct rapid protection assessment
Engage focal points or key community informants (representative sample of leaders, community mobilisers, caregivers and PTAs that includes a representative snapshot of the AGD breakdown of the population per locality ) in assessments, and establish awareness/info sessions on key protection concepts, referral pathway, role of women, power imbalances in the community, social stigmas
- Conduct Focus Group Discussions and community dialogues on GBV risks and related coping mechanisms and community-mitigation measures with men, women, boys, and girls
- Setting up mobile listening centre (protection help desk which will serve as a mobile women and child friendly space and a separate male/youth friendly space for emergency case management and PSS activities.
- Provide emergency case management to vulnerable cases identified (identification, assessment, immediate assistance in form of PFA, referral, follow-up, and closure)
Identify, train/empower service providers, community organizations focuses on GBV prevention and response mechanisms and supporting the process of mainstreaming concepts of protection to the existing actors in the area of response
Ensure that cases are prepared for case discussions/ case management meetings, through case documentation, individual case filling and presentation to protection panels
Represent INTERSOS with local authorities, beneficiaries, suppliers and other interested stakeholders when the Project Manager is not present;
Facilitate the handover of the space (Protection help desk and listening centre), which will serve as Community WGFs, CFSs YFSs and general Protection Space to the Community organizations at the end of the mission.
Documentation of people voices and successful stories
Ensure accountability in carrying out financial and administrative tasks as per INTERSOS procedures;
Develop good relationships, collaboration and coordination with service providers and community stakeholders to improve cases identification, response and provide adequate referral information;
Ensure use of National and international standard protection training guide line during trainings, Case management, referrals, and use of standard tools and Protection Information Management Systems ( P-IMS)
Daily/ routine updates to the Project Manager on security situations within various communities
Ensure timely development and submission of weekly and monthly work plans
Ensure timely reporting of weekly and monthly reports, mission reports, activity reports (dialogues, FGDs, distribution reports) training reports and Assessment reports to the Project Manager.
Assist the Project Manager in organizing and carrying out implementation and monitoring missions in the field locations and lead the missions when the Project Manager is not present;
Carry out any other duty assigned by a supervisor
Educational Qualification
Bachelor’s Degree in Social Studies, Human Rights, Humanitarian Action, International Development or related fields.
Person Specifications:
- At least 3 years of working experience in GBV and sound knowledge of GBV concepts such as UASC, FTR process (Identification, Registration, Tracing, Verification, Reunification & Follow-up), CFSs, PSS and Case Management;
- Good Monitoring and evaluation, as well as reporting skills;
- Fluency in English and local language required;
- Computer literate (Word, Excel);
- Ability and motivation to work well with local authorities, local leaders and local community;
- Good cooperation skills, ability to work well both independently and in a team;
- Good creative problem solving and social skills;
- Stress-resilient, able to cope with deadlines and complex problems;
- Strong organizational, interpersonal and communication skills;
- Willing to work extra hours and available on the weekend for emergency cases;
- Sensitivity towards the protection and well-being of vulnerable women and children
- Ability to exercise considerable judgment and discretion in dealing with matters of significance for the company
