EARLY MARKET ENGAGEMENT (EME) FOR PROSPECTIVE REGIONAL
ANCHOR PARTNERS

MEETING NOTICE
This is to invite interested organizations to attend an Early Market Engagement (EME)
meeting for Regional Anchor Services for the implementation of the Girls’ Education South
Sudan Phase 2 (GESS 2) programme. The EME provides an opportunity to present an
overview of GESS 2 and ask questions ahead of the re-tendering process.

ABOUT THE PROGRAMME
Mott MacDonald has been awarded the contract to implement the 5-year Girls’ Education South Sudan (GESS 2) programme. The Programme is funded by the UK Department for International Development (DFID) and covers a time span from 01st May 2019 until 31st March 2024. Educational indicators in South Sudan show that only one girl in ten completes primary education and girls comprise just one-third of the secondary school population. There are many challenges that prevent girls from going to school, including cultural, financial and quality barriers. The GESS 2 programme aims to contribute to removing these barriers. Its goal is to improve the enrolment, retention and completion rates, as well as levels of learning achievement of girls in primary and secondary schools in South Sudan.

The Programme is expected to deliver the following key outputs:
 Output 1: Behaviour Change Communication
 Output 2: Cash Transfers to Girls
 Output 3: Capitation Grants to Schools
 Output 4: Quality of Education & Resilience
 Output 5: Building a knowledge base for support to girls’ education
 Disability Inclusion will be a crosscutting component.

ELIGIBILITY CRITERIA
The GESS 2 programme is looking for the services of national or international NGOs and
other organizations who will work as Regional Anchors to implement the GESS 2 programme
in 3 (three) regional clusters. GESS 2 is retendering for Regional Anchors only in the three
following areas:
Lot 4: Former Lakes State
Lot 7: Former Unity State
Lot 8: Former Western Bahr-al-Ghazal State
The Regional Anchors will need to closely work with the education officials at state, county and payam levels and be able to hit the ground running by January 2020.

Interested organizations must meet the following criteria:

  1. Have operated in South Sudan for at least 5 years, with existing operations in-country.
  2. Possess a strong track record in quality education programming, and can provide direct support to learners and schools
  3. Have expertise in delivery of all components of the Programme including oversight
    monitoring and evaluation.
  4. Have financial capacity with proven credit availability to operate on reimbursement basis.
  5. Able to provide evidence of robust safeguarding systems and policies.
  6. Able to provide evidence of duty of care and capability to assess, plan, manage and
    monitor health, safety and security.
