SCOPE OF WORK

TITLE: Engineer

DURATION OF CONTRACT : One-year, renewable

LOCATION : Juba, South Sudan (with regular field visits)

SUPERVISOR: Infrastructure Manager

Project Background:

Under contract with the U.S. Agency for International Development (USAID), DT Global South Sudan is implementing the five-year, Shejeh Salam Activity in South Sudan. Shejeh Salam will build the foundation for a more stable and socially cohesive South Sudan that will enable local actors to build community cohesion to promote peace processes and peaceful co-existence; civil society actors to advocate for peace and reconciliation and participate in civic processes; provide trauma awareness services to communities; and access to media that is providing accurate, fair, and thorough information to mitigate the impact of rumor and misinformation. Shejeh Salam Activity will primarily program in Unity, Greater Bahr el Ghazal, Upper Nile, Greater Jonglei, and Eastern Equatoria regions, although geographic focus may shift.

Position Summary:

DT Global South Sudan is seeking an Engineer for the USAID-funded Shejeh Salam Activity implemented in South Sudan. As an experienced and independent professional, the Engineer will help the project meet its goals and objectives by helping the Infrastructure Manager with designing projects, supervision and monitoring construction and architecture/engineering subcontracts, undertaking assessments and field monitoring for small scale community infrastructure, and all administrative aspects of the construction portfolio. The Engineer will report directly to the Infrastructure Manager.

Duties and Responsibilities:

The Engineer may undertake technical assessments for small scale community infrastructure projects, including administrative buildings, roads, water points, markets, sport fields, schools, health centers, community centers, socks, and traditional authority courts.

  • Collaborate with the beneficiary and other Shejeh Salam staff on site identification and site layout of construction projects.
  • The Engineer will prepare architectural and engineering designs including CAD drawings, technical specifications, Bills of Quantity, and Requests for Proposals for small scale community infrastructure projects.
  • Interpret plans and specifications and projects milestones to ensure compliance with procedures, project requirements and timeframe.
  • Visit project sites to oversee and monitor construction and Quality Assurance / Quality Control (QAQC) sub-contractors.
  • In collaboration with the QAQC sub-contractor, conduct all on-site inspection activities to ensure compliance with plans, specifications, safety and security, and environmental regulations and EMMP implementation; and provide guidance to the construction companies.

Regularly gather and review Environmental Monitoring Checklists and monitor EMMP implementation during site visits and train sub-contractors on Shejeh Salam environmental policies and templates when needed.

The Engineer will assist the QAQC in structural analysis of concrete, soil, and wood structures.

Ensure all site surveys, soil and water samples, concrete tests, etc. are done in a timely manner and are recorded in the project documentation.

The Engineer will assist in bid preparation and analysis of proposals received from bidders.

The Engineer will write reports in technical English and provide clear and concise English communication over email or phone on a regular basis.

The Engineer may have other duties assigned by the Expatriate Infrastructure Manager

  • Work closely with local communities to ensure wide participation on the implementation of projects.
  • Coordinate all the different partners on the ground in the implementation of projects.
  • Coordinate with local authorities at locality and state levels to ensure the entire requirement for the construction will be provided.
  • Identify, train, and oversee site engineers, assistants, and foreman, as required, and provide daily instruction and responsibilities when required.
  • Monitor the progress and quality of work of sub-contractors with respect to contract deadlines, budget, scope of work, and deliverables.
  • In collaboration with the QAQC sub-contractor, monitor quality and quantity of construction materials and equipment and verify against contract terms, inventory reports, accepted construction standards, and compliance with design documents and specifications.
  • Evaluate contractor or beneficiary change order requests and make written recommendations to Shejeh Salam management for written response, prior to accepting or implementing any change orders.
  • Resolve, in coordination with relevant stakeholders, any conflicts and/or problems raised by communities from the construction where possible and recommend any probable or desirable changes.
  • Ensure that all complaints and requests for information are handled promptly and properly.
  • Respond and report timely to the Infrastructure Manager on potential delays and/or cost overruns that can either be prevented or mitigated and recommend remedial action.

Education and Minimum qualifications:

University Degree in Civil Engineering, Structural Engineering, Architecture, Construction Management, or Project Management. Master’s degree would be a plus.

A minimum of three years construction experience in in South Sudan, however more experience preferred.

Experience reading construction drawings, inspecting construction works, and technical writing.

Proficiency in AutoCAD (or any other CAD software), Excel and other computer applications

Ability and willingness to work in remote areas without electricity, running water, or modern sanitation.

Experience in low-cost, context-appropriate small scale infrastructure design and management of the related procurement

Strong management skills in a complex operating environment. Demonstrated ability to pivot as needed based on operating environment.

Strong problem-solving skills and ability to work calmly, tactfully, and effectively under tight deadlines and within agreed upon parameters with minimal supervision.

Willingness to travel to remote and often challenging locations.
