Consultant on project Cycle Management and Soft Skills

  1. Background
    Malteser International (MI) is international humanitarian relief agency of the Sovereign Order of Malta. For over 60 years we provide relief and recovery for people during and following conflicts and disasters around the world. Christian values and humanitarian principles form the foundations of our work. In over 30 countries in Africa, the Americas, Asia, and the Middle East, we support people in need – regardless of their religion, origin or political convictions.
    Malteser International has been working in South Sudan since 1996. MI implements a multisectoral program including Food & Nutrition Security, Livelihoods, WASH, Health, and peaceful conflict resolution. This includes activities such as agricultural pieces of training, cash distributions, food for education, and access to water, sanitation, and hygiene. The program is aiming to increase its work with local partner organizations in order to optimize its sustainability. Furthermore, MI applies a participatory, gender-sensitive and inclusive approach in its programming. As of today, MI maintains its country office in Juba while operating a program office in Wau and project offices in Uyujuku and Yei.

  2. Purpose of this assignment
    The main purpose of this assignment is to provide training on project cycle management and equip project staff with skills, knowledge and new tools. In order to improve the performance of staff in project planning, implementation, monitoring & evaluation, and successful closure of the project.
    MI in South Sudan is looking to contract an independent and qualified consultant with specific track record in a similar field.

  3. Key actions of the assignment include but are not limited to
    • Pre survey of the project staff understanding on project cycle management:
    • Design the tailored made package on project cycle management for 3 days.
    • Facilitate the training sessions, using the participatory approach.
    • Sharing the training materials with participants for future reference.
    • Prepare a training completion report highlighting the key learning and submitting to MI.

  4. Deliverables:
    The following key deliverables are expected to be produced by the consultant:
    • A detail inception report in English outlining the understanding of the TOR, methodology to be used.
    • Tailored made project cycle management package, including detail schedule.
    • training completion final report highlighting pre/post training results. The report should be submitted initially as a draft and be finalised in consultation with MI

  5. Assignment location and duration
    The assignment is home-based; the actual training location will be in Juba. The training Venue will be communicated to the consultant in advance.
    The training will be organized in the last week of May 2023. The consultant is expected to accomplish this assignment within 5 working days; however, the consultant can propose the actual working days required for preparation, training facilitation and completion of report preparation.

  6. Core competencies required include:
    • Demonstrated experience and competency/understanding of the range of topics needed for the project cycle management training with a university degree in development management/international development or equivalent degree.
    • +10 years’ experience in development program/project management
    • NGO sector project management training skills.
    • Practical project management experience in South Sudan or similar context will be an asset.
    • Experience in certification with PRINCE2 project management, program Pro training or equivalent certification.
    • Excellent spoken and written English.
