Consultancy Services to conduct National Directors’ Capacity Building Training on M&E, Proposal writing, budgeting and report writing for South Sudan

The NGO Forum is a voluntary, independent networking body of currently 184 national and 127 international NGOs that supports its members to effectively respond to the humanitarian and development needs in South Sudan. The Forum is comprised of two main constituencies (national NGOs – NNGOs and international NGOs- INGOs) served by a joint Steering Committee of INGO and NNGO members coordinated by the NGO Secretariat whose main objective are
a) Information sharing
b) External engagement
c) Policy
d) NNGO capacity development
e) Safety and Security information sharing

The NGO Secretariat in Juba aspires to enhance the information sharing system among NNGOs across the 10 states, by enhancing already existing systems or providing support in establishing new mechanism for information sharing where there is none, this will be done through facilitation of network management, leadership and communication and trainings. In order to reach its members across the nation at the State levels, the NGO Forum has created and or strengthened NNGO Networks across the States to ensure effective coordination, information sharing and conducting of joint activities at the State levels. To date, seven (7) NNGO networks have been created and are active in the following areas; Aweil, Wau, Yambio, Yei, Torit, Bor and Kwajok.

  1. PURPOSE

The overall objective of the training is to build and strengthen the capacity of National Directors and programme development staff on monitoring and evaluation, proposal writing, budgeting and report writing.

This will equip the National Directors and programme development staff with the skills and knowledge to handle data and develop quality reports that will contribute to enhancing resource mobilization and reporting. The anticipated immediate outcome of the training is strengthened teams that can immediately respond to the organizational needs for quality concepts, Programmes and report writing.

  1. RATIONALE OF THE ASSIGNMENT

It is envisaged that this assignment will ensure that there are clear sustainable leadership transitioning systems, information sharing, database management/information management, coordination, communication and resource mobilization that will support the NNGOs to enhance state institutional memory and smooth transition across all states of South Sudan.

  1. OBJECTIVES OF THE ASSIGNMENT

    Build and strengthen the capacities of National Directors with skills in Project Proposal writing
    Build and strengthen the capacities of National Directors with skills in Budgeting
    Build and strengthen the capacities of National Directors with skills in Report writing

  2. SCOPE OF WORK

Whilst the consultant is at liberty to propose his/her own activities that would adequately result in the expected deliverables in Section 7, the following activities are suggested as forming the core of this assignment:

Discuss and agree with South Sudan NGO Forum on the final training package and content.
Develop the training content and the program for the entire duration of the training period.
Propose on the most appropriate training methodology for effective delivery of the assignment.
Device the tools required for each session of the training.
Satisfactorily facilitate the four participatory training sessions to National Directors ensuring active engagement of all the participants.
Share relevant training materials and provide any resource materials for further reading and reference by South Sudan NGO Forum Secretariat staff.
Compile and submit quality training report (one soft copy and two bound hard copies).
Award certificate of completion to the participants (if applicable)
  1. DURATION AND STRUCTURE OF ASSIGNMENT

The assignment will take duration of 51days

The time schedule for the assignment is as shown below. The Consultant will be expected to finalise this schedule with any relevant changes in the inception report.

  1. KEY DELIVERABLES

The key deliverables are as follows:

· Training content for the four training courses
· Training program
· Training materials for each of the four training courses
· Training report

  1. COSTS & PAYMENT MODE

The total consultancy fees will be paid by South Sudan NGO Forum to the consultant on completion of the training at a rate agreeable by the two parties.

Payments will be made as follows:

40% of the total charges upon signing of the agreement
60% after presentation of the training report, one soft copy and two bound hard copies each, which should be delivered not more than two weeks after completion of the training.
  1. COMPETENCIES OF PROSPECTIVE SERVICE PROVIDER

The consultant should have:

Experience in the design and facilitation of training for adults.
Proven experience in the design and practical implementation of M&E, proposal writing, budgeting and donor report writing
At least 10 years’ experience and knowledge of the South Sudan operating context for NGOs.
Proven experience in similar assignments in the South Sudan or within the region.
Strong reporting, communication, documentation and presentation skills
Demonstration of strong analytical and research skills.
  1. ADMINISTRATION

The Consultant may be an individual, firm or company or consortium of companies and should be able to assume duties immediately after appointment.

All the information derived from this assignment will remain the property of South Sudan NGO Forum. This includes data gathering tools, raw data and all reports. Publication of any information emanating from this assignment is prohibited unless permission to cite the findings is approved by the South Sudan NGO Forum.
