Target Locations: Juba (4 Payams) and Yambio (4 Payams), South Sudan
Humanity Worldwide (HWW) invites qualified and experienced consulting firms to submit proposals for a Labor Market Assessment and Value Chain Opportunity Analysis in Juba and Yambio.
The assignment will generate evidence on labor market dynamics, youth employment opportunities and barriers, TVET capacity, household economic conditions, and high-potential agricultural and non-agricultural value chains to inform HWW’s economic empowerment, workforce development, and livelihood resilience programming.
SCOPE OF WORK
The selected consultant/firm will be required to:
Ø Conduct labor market assessments across 8 Payams and survey 800 youth;
Ø Conduct 24 Focus Group Discussions (FGDs) with up to 288 participants, covering female youth, male youth, and persons with disabilities;
Ø Map formal and informal employers, employment opportunities, skills gaps, and hiring requirements;
Ø Assess TVET and vocational training providers, including courses, capacity, infrastructure, and market relevance;
Ø Conduct a household socio-economic assessment covering 800 households;
Ø Identify and analyze at least 5 priority value chains in Juba and 5 in Yambio;
Ø Map key value-chain actors, market linkages, supply constraints, and business opportunities;
Ø Assess barriers to entrepreneurship, access to finance, financial inclusion, and enterprise digitalization; and
Ø Provide practical, location-specific recommendations for employment, skills development, enterprise development, and value-chain interventions.
DELIVERABLES
The consultant/firm will deliver:
Ø Two inception reports with methodology, sampling framework, tools, quality assurance, and fieldwork plan;
Ø Two draft assessment reports covering labor market/TVET analysis and value-chain opportunities;
Ø Two final validated assessment reports with strategic recommendations;
Ø Cleaned and anonymized quantitative datasets with codebooks;
Ø Qualitative data/transcripts; and
Ø Stakeholder presentation materials.
QUALIFICATIONS
Interested firms should demonstrate:
Ø Master’s degree or higher in Economics, Development Studies, Agricultural Economics, Labor Economics, or a related field;
Ø Minimum 7 years of relevant experience in labor market assessments, TVET evaluations, value-chain analysis, or similar research;
Ø Demonstrated experience in South Sudan or comparable fragile/post-conflict contexts;
Ø Strong mixed-methods research and data analysis capacity, including Kobo Toolbox/ODK;
Ø Capacity to recruit and manage local enumerators and conduct fieldwork in Juba and Yambio; and
Ø Proven experience delivering similar assignments successfully.

Proposals will be evaluated using a Cumulative Analysis Methodology: 70% Technical and 30% Financial. Only proposals achieving a minimum technical score of 70/100 will proceed to financial evaluation.
