REQUEST FOR BID (RFB)
(Two-Envelope Bidding Process)
Procurement: Construction of 35 transitional shelters in Bor; rehabilitation of NIMRA TALATA Youth Centre, KUGII Youth Centre, rehabilitation RLO platform in Juba, and rehabilitation of RLO platform MAKPANDU Refugee Camp, Yambio, South Sudan**.**

To: All interested bidders
1. Humanity Worldwide (HWW) has set aside funds to cover eligible payments under the contract for which this Request for Bid is issued.
2. Bidders are hereby invited to submit their bid documents using a Two-Envelope Bidding Process. Bidders shall submit their Technical Bid and Financial Bid in separate sealed envelopes, clearly marked as required in the RFB Submission Forms and bidding documents.
3. The completed, signed bid must be enclosed in sealed envelopes. The outer envelope must be clearly marked: “RFB No. HWW/SS/RFB/017/2026 – Construction of 35 Transitional Shelters in Bor; Rehabilitation of NIMRA TALATA Youth Centre, KUGII Youth Centre and a Rehabilitation of RLO platform in Juba; and Rehabilitation RLO platform at MAKPANDU Refugee Camp, Yambio, South Sudan.” Bids must be delivered and deposited in the tender box at either the Humanity Worldwide Bor sub-office, located in Pakwau directly opposite the RRC State Office along the Juba-Bor Highway, or the Juba Office at Concord House, 5th Floor, Hai Malakal, Juba, CES, South Sudan. Or HWW Yambio office Kisanga Residential Area Inside World Vision Compound, Opposite State Ministry of works.
4. Bid documents and supplementary documentation must be received no later than 14th September 2026 at 11:00 a.m. Juba time.
5. Late bids and partial bids shall not be accepted for evaluation, irrespective of the circumstances.
6. This RFB is open to eligible construction and rehabilitation firms with demonstrated capacity to deliver transitional shelter construction, facility rehabilitation, and related works in South Sudan. Bidders may submit bids for one or more lots, subject to the requirements and evaluation criteria set out in the bidding documents.
7. Humanity Worldwide (HWW) reserves the right to award one or more lots to different bidders based on the technically substantially responsive and most advantageous bid for each lot.
