Background information

The overall objectives of the German Development Cooperation with South Sudan governance sector are improving the capacity of non-state actors and political partners and increase the involvement of the population in decision-making processes.

The GIZ Local Governance and Promotion of Peaceful Coexistence Project (LoGo) has been implemented since December 2022 by GIZ on behalf of the German Ministry of Economic Cooperation and Development (BMZ) and is since 2024 co-funded by the European Union (EU).

LoGo’s objective is to strengthen the approaches for promoting constructive state-society relations at local level. Therefore, LoGo offers expertise, advice, training courses and coaching for the population of the partner counties and, as intermediaries, staff of the implementing partner Local Government Board (LGB) as well as the local governments and Community Based Organisations for Mundri East.

Call for Proposal (CfP)

  • The objectives of this Call for Proposals for Economic Empowerment of women and youth led initiatives are:

  • To provide community members with resiliency in economic boost and self-reliance.

  • To provide chances for sustainable empowerment and support to women and entrepreneurs through financial literacy, training, peer-to-peer exchange and learning and networking opportunities so that they may play an economically key role in their communities.

  • To increase the capacity of local actors to gain self-sustainability by also using two phases approach.

  • Under this call, LoGo is aiming to support existing local structures and activities and is looking forward to specific project proposals by civil society organizations and local actors that include but are not limited to the following activities:

  • through coaching activities

  • access to finance and capital

  • access to markets

  • business education and skills development training to foster personal agency, initiative, and entrepreneurs.

  • Village Savings and Loan Association (VSLA) model,

  • Activities such as – but not limited to - bread making, tailoring, hair plating, hair cutting, vegetable planting, tea making, micro and small medium enterprise, food chain, media content creation, cultural initiatives, day care, transport

The project idea should be creative, innovative, targeted and localized and engage women and youth income generating and increasing activities (this includes the formal and informal sector). Sustainability of the Income Generating Activity requires careful identification of income generating activities, goal setting, business idea, knowledge and skills, capital and market availability.

Collaborative work among several Civil Society Organizations and inclusive approaches are highly appreciated (this also includes people living disabilities), this refers inter alia to inter-generational as well as inter-community initiatives and should also accommodate persons without former education.

LoGo encourages Civil Society Organisations and local actors to design their project in creative ways based on careful needs analysis and Civil Society Organisations’ experience, ongoing activities, successes, and failures together with women and youth led initiatives.

Eligible Organizations: Non-government and non-profit organizations that are based and legally registered in South Sudan are eligible to apply.

Geographical Coverage:

Mundri East: Kediba, Lui, Witto, Kakamadi.

Process

Interested parties are invited to hand in a concept paper. The concept should have the following outline and should not exceed three pages (additional 1 page for the budget).

Preliminary Title and Essence of the Concept described in one precise sentence
Objective (Formulate a summary statement)
Rationale and background (including the main problems)
Methodological approach (summaries the main outputs, results, and activities of the project)
Stakeholders involved (short description of their role, opportunities, and challenges)
Monitoring (describe possible means of verification/data collection)
Sustainability and if possible scaling-up (describe potentials for scaling-up in the region)
Background Information for applicants : a short description of the organisation (office space in the respective counties, financial and human resources) as well as description of experience of implementing projects in the thematic field and working experience with organizations.
Budget estimate with overview of main cost lines (in USD, additional document, max 2 pages)

Short-listed organizations will be contacted to hand in a full proposal . During this phase the pre-selected organisations will be guided, and their capacities built via workshops and trainings.

Background Information for applicants

Interested applicants should submit the completed document converted into a single PDF document in English to SSD_Inquiry@giz.de. Kindly indicate of the organization and geographic area (County and Payam) in the subject of the e-mail. Please contact us if there are technical or other difficulties with submitting the application by e-mail. Incomplete or invalid applications, i.e., those that do not include all required application materials, do not respond to the call for proposal’s objectives, or do not comply with the application guidelines, may not be reviewed.

Submission Deadline: Concept notes should be submitted 25th November 2024. Shortlisted candidates will be invited to submit a proposal, the deadline will be announced together with the invitation to submit. Submitted proposals will be evaluated on a rolling basis.
