The South Sudan Guinea Worm Eradication Programme (SSGWEP), a Ministry of Health (MoH) programme supported by The Carter Center (TCC), is seeking to contract a talented and creative radio production company or individual to lead the facilitation, arrangement, recording and editing of 8 Public Service Announcements (PSAs) in 7 languages (Juba Arabic, Dinka, Nuer, Lotuko, Taposa, Luo and English) to help communication important health education and cash reward information to help South Sudan eradicate Guinea worm.

The Project
The SSGWEP is a South Sudan MoH initiative which is aiming to eradicate Guinea Worm in South Sudan. Guinea Worm is a disease that people contract through drinking water that has been contaminated by Guinea worm larvae. Small water fleas that are present in the water ingest the larvae, which begins the incubation period when the parasite grows inside a person’s body and they don’t even know they have it. Around 12 months later, over which time the larvae has developed into a one meter long worm, a person begins to develop signs and symptoms like itching, blistering and swelling on a part of the body.

This is because the worm now wants to escape from the body so that it can enter water and start the infection cycle again. Because of the blistering/itching/swelling, people are often tempted to immerse their foot in their nearest water source and that allows the worm to escape and start the cycle again. We encourage people not to do this.

The worm can emerge very painfully from anywhere on the body that it chooses to. In the past, the highest number of worms to come from one person was 87 and whilst they tend to emerge from the legs/feet, they have been known to make their exit hole all over the body, including the eyes and tongues.

The program has a multi-tiered approach to education and the things that people should do. Additionally, and very importantly, we also do a Guinea Worm Cash reward. This essentially means that if people tell us about the blistering/itching/swelling before the blister breaks and it is confirmed to be Guinea Worm, we will give them 50,000 South Sudanese Pounds (SSP). If they tell us after the blister breaks, we will give them 25,000 SSP. If they tell us (report) about somebody else and it is confirmed to be Guinea Worm, we will give them 10,000 SSP.

This disease is now also in animals, so if people tell us about an infected animal AND they tether it for us to check, we will also give them 10,000 SSP, if it is confirmed to be Guinea Worm.
Cash rewards are only given for cases that have been confirmed to be GW by a laboratory analysis.

We would like 8 key messages on the PSAs, incorporating the following points:

  • What is Guinea Worm and how people get infected? (drinking water from contaminated ponds or contaminated stagnant water, drinking without a filter, etc.).
  • Don’t enter water sources if you have a blister, wound or hanging worm.
  • Go to a Community Health Worker/SSGWEP staff member/Cattle Camp Administrator if you have blistering, itching or swelling.
  • Boil, filter or use borehole water to prevent guinea worm.
  • Drink borehole water, even if it doesn’t taste good.
  • Animals can get GW and you need to tether them to get the 10,000 SSP cash reward. (Animals infected with Guinea Worm include baboons, cats, dogs and fish.)
  • 50,000 SSP is what people can get for reporting before blister breaks and 25,000 SSP after blister breaks. (Cash Reward)
  • 10,000 SSP is available for informers. (Cash Reward)
  • In 2006 there were 20,000+ cases in South Sudan. In 2018 there were 10 cases. In 2019 there have been 4 cases. Help South Sudan hit 0. (Motivational message)

This messaging may slightly change during the design process.

Scripts will be provided in English and will reach no longer than 35 seconds when read at a broadcast industry standard of 180 words per minute. This allows sufficient time for concepts to be translated (or explained when required) for audiences in the respective languages. The final PSA for each message in each language must not exceed 59.9 seconds, inclusive of branding.

Ideas for the creative delivery of the PSA’s must be discussed with the MoH, supported by TCC, in advance of recording.

In tendering your quote for this contract, please provide a detailed breakdown of costs, including: translation, actors, studio hire, editing and mastering services, any other services.

With your tender, please also submit a letter outlining your credentials along with examples of 3 Public Services Announcements that you/your organization has produced, including translations in English.

Final acceptance of the product will occur only when MoH representatives are satisfied that the editorial, language, creative and technical specifications are met.
