CALL FOR PROPOSAL CONSULTANCY IN Consolidating and Circulating Global Knowledge and Tools on Survivor-Centred Approaches to Economic Empowerment with SHGs and CSOs in South Sudan

Background
Conflict-related sexual violence (CRSV) in South Sudan has had devastating consequences, including economic hardship and social marginalization for survivors. Economic empowerment can play a vital role in helping survivors rebuild their lives and regain their dignity. However, it is crucial to adopt a survivor-centred approach that considers the unique needs and experiences of each individual. Self-Help Groups (SHGs) and Civil Society Organizations (CSOs) play a crucial role in providing economic empowerment opportunities for survivors of CRSV in South Sudan.

These organizations offer a safe and supportive environment where survivors can learn new skills, access financial resources, and build networks.
In South Sudan, implementing survivor-centered approaches to economic empowerment in South Sudan faces several challenges, including limited resources, insecurity, and cultural barriers. However, there are also significant opportunities for improvement by leveraging global knowledge and tools, building partnerships, and investing in local capacity, it is possible to create sustainable and impactful programs that support survivors of CRSV.

This TOR outlines the role of a consultant tasked with consolidating and Circulating Global Knowledge and Tools on Survivor-Centred Approaches to Economic Empowerment, particularly focusing on SHGs and CSOs in South Sudan.

Purpose & Scope
The primary objectives of this exercise is to:
i. Review and compile global evidence, tools, and best practices on survivor-centred economic empowerment programs.
ii. Adapt the global tools and approaches to fit the South Sudanese context, considering local challenges, cultures, and socio-economic conditions.
iii. Facilitate the dissemination of these resources to SHGs, CSOs, and other relevant stakeholders in South Sudan through workshops, training sessions, and digital platforms.

Train and support SHGs and CSOs in applying these tools and approaches in their work to empower survivors

1. Scope:

This activity will focus on interactions with knowledge products on the different spaces

1.Conducting a Literature Review:
• Perform a comprehensive review of global literature, tools, and best practices on survivor-centred economic empowerment approaches.
• Identify key models and tools that have been effective in fragile and conflict-affected settings, particularly those focused on women and survivors of violence.

  1. Adapting Global Knowledge and Tools:
    • Work closely with local stakeholders to understand the specific needs and challenges faced by SHGs and CSOs in South Sudan.
    Adapt the global tools and best practices to suit the local context, considering cultural, socioeconomic, and political factors3. Facilitating Knowledge Sharing:
    • Create a toolkit with training materials, guidelines, and digital resources tailored for SHGs and CSOs in South Sudan.
    • Ensure that these materials are accessible and user-friendly, taking into account varying literacy levels and technological capacities.
  2. Capacity Building and Training:
    • Organize and facilitate training sessions to introduce and demonstrate the use of the tools and approaches
  3. Monitoring and Evaluation
    • Develop a simple M&E framework to track the implementation and impact of the
    survivor-centred approaches.

2. Deliverables
The following deliverables are expected from this exercise:
i. A consolidated report on global knowledge and tools on survivor-centred economic
empowerment approaches.
ii. Customized survivor-centred economic empowerment toolkit tailored to South
Sudan’s SHGs and CSOs.
iii. A dissemination strategy for circulating the toolkit to SHGs and CSOs.
iv. Evidence of/ Report on Training and capacity-building sessions with key
stakeholders in South Sudan.
v. An M&E framework to monitor the impact and usage of the tools by SHGs and
CSOs.
vi. A final report detailing the consultancy’s achievements, challenges, and
recommendations for future work

3. Budget
A modest budget will be developed covering all costs related to literature review, data collection, analysis and report preparation.
4. Reporting
This exercise will be spear headed by Project manager and Country MEL Manager with support from the HQ Joint Learning Network Team who will all report to Head of programs, Amref South Sudan on a bi-weekly basis
5. Timeframe
The study will be conducted over a period of six weeks.
