Girls’ Education South Sudan (GESS) is a DFID funded consortium project led by BMB Mott Macdonald. The overall project aims to create conditions that enable girls to go to, and stay in school across South Sudan while getting quality education. BBC Media Action is a GESS consortium partner and runs output 1, the social and behaviour change component of the project, and is delivering two key components through mass media and communications. The first component focuses on radio programmes. The flagship output is ‘Our School’, a 15 minute factual radio programme using the stories of girls’, households, schools and communities to shape knowledge, and supportive attitudes and practices towards girls’ education over the long term. Our School covers topics and issues that influence whether a girl goes to school, stays in school and receives a quality education. The programmes are produced locally, tells local stories in local languages are produced by a team of Our School radio Producers based around the country. These are then broadcast on national and local partner radio stations. BBC Media Action also provides guidance to produce call-in programmes and studio discussion programmes.

The second component is Community Mobilisation, namely Listening Clubs and Community Dialogues, with optional use of music, dance and drama. These activities focus on increasing supporting practices through inter-personal communication. The Our School programmes are used as a tool to support this and are played to communities via solar, wind-up radios as part of community mobilisation activities.

Purpose of the short-term engagement
The Senior Producer/Trainer will work with the GESS Project Director, national Senior Editor and Deputy Editor to plan and prepare the Producer training for 11 radio producers from across South Sudan. The Senior Editor and Deputy Editor may lead some sessions, but will also be participants in the training. The Senior Producer will lead the planning and delivery of the training with support from the GESS Project Director, Senior Editor and Deputy Editor. The Senior Producer must ensure the components of the training are, actively applying BBC editorial guidelines as well as working towards project goals.

Main Duties:

The purpose of the consultancy is:

  1. To lead the planning, preparation and delivery of the January/February 2016 GESS Producer training with support from the Senior Editor, Deputy Editor and GESS Project Director.
  2. To document outcomes, follow-up activities and recommendations for individuals and the production overall in a final report
  3. To review and advise on making the production workflow system more effective
  4. To lead the planning and delivery of training with GESS Juba team
  5. To work with the senior production team on reviewing and possibly refreshing the current radio output format and linking this to training content (e.g package making to add variety to the programme)

GESS Producer Training Content

Components of the GESS Producer training should include, but are not be restricted to

 Refreshing editorial skills using components of the Our School programme including billboards, cues, recaps
 Audio editing and mixing to improve Producer technical radio production skills.
 Package-making course to enable a more diverse approach to radio – to add more variety and pace.
 Production planning – managing the two week production cycle as a Producer with multiple stages to complete.
 Programme research and selecting contributors
 Interview skills

The following sessions should also be included but the GESS Project Director and Senior Editorial team will play a key role in developing these with the Trainer/Senior Producer

 Gender sensitivity and how this is applies in choice of contributors, interviews and editing
 Behaviour change principles and how to construct your radio programme to increase knowledge, shift attitudes, shape practices and explore and challenge socio-cultural norms.
 Individual Producer sessions/surgeries to focus on individual needs.
 Programme Review [possibly with London team]

Person specifications
• Demonstrable creative ability and proven track record of radio production.
• Experience in studio management for radio.
• Experience in delivering hands-on training production in a developing country context.
• Experience of working with low capacity radio production teams.
• Excellent interpersonal and leadership skills and ability to work with teams to meet deadlines.
• Excellent written and spoken English.
• Willingness to conduct the engagement in Juba, South Sudan respecting BBC Media Action safety and security guidelines.
Desirable
• Practical experience of applying a behaviour change approaches to radio programming.
• Hostile Environment and First Aid Training (HEFAT) or similar training.
