PROGRAM COORDINATOR (1 POSITION) - Ref. No. PCM/001/2018

Location: Maridi with frequent travels to Yambio and Ibba counties

Purpose of the Job

The program coordinator is responsible for coordinating and leading tactical planning, implementation, monitoring and reporting of Health, Nutrition and WASH project in Greater Western Equatoria State. She/he will work closely with the County and State agencies, implementation partners to adequately plan, timely implement and effectively monitor the execution of the project activities while ensuring adherence to each project guidelines; and incorporating lessons learnt over time to improve service delivery.

Key Responsibilities

Lead technical development of project work plan and budget for implementation of project activities.

Ensure that Health, Nutrition and WASH project team members develop and timely submit monthly and quarterly plan, submitted implementation plan is monitored and quality reports submitted on regular basis

Ensure implementations of the project activities are in line with the approved work plan and that the activities are implemented in quality, efficient and timely manner.

Ensure that implementation challenges are addressed; lessons are identified, documented and reported to Health Service Delivery Manager

Ensure the integration of Food security with Nutrition component.

Manage the project budget for Health, Nutrition & WASH activities by developing activity work plans and budget plans

Ensure that financial utilization is in accordance with the approved budget and in compliance with Amref Health Africa standards

Develop quarterly plan and budgets

Liaise with health services delivery manager in programme development, concept note and proposal writing in consistent with Amref Health programme goal and strategy.

Take a lead role in represent Amref Health Africa in all fora and ensure coordination with other partners and relevant government sector offices regarding Health, Nutrition & WASH in the project areas

Coordinate with other managers in order to manage the project and area operations, supervise the project officer and project assistant, in coordination of activities of Health, Nutrition & WASH by working closely with the technical team to ensure quality of interventions and on timely completion of activities

Ensure that project teams schedules/plans are coordinated and completed timely and give support in the project target areas

In collaboration with Health service delivery manager and MEAL officer, actively participate in monthly and quarterly planning and review meetings of the projects and follow up actions for implementation

Coordinate and ensure that the project’s administrative processes, such as logistics, procurement, and policies are fully implemented according to Amref Health Africa and donor requirements

Build and maintain strong collaborative working relationships with County Health Departments, SMoH, and others relevant government offices

Take full charge to monitor project activities according to the annual and quarterly work plan; review of reports, site visits to review records and to interview stakeholders and beneficiaries.

Ensure that monitoring and reporting tools are developed and used in collaboration with MEAL officer and health service delivery manager

Prepare activity reports, monthly reports and donor reports in collaboration with project team.

Ensure documentation of monitoring visit and follow up on actions points.

Report regularly to Health service delivery manager on project updates, issues, needs, problems, or ideas for improving the project performance

Effectively manage and lead the project team in the project area

Ensure that Health, Nutrition and WASH teams aware of key Amref Health Africa policies, and comply with it during implementation

Ensure that project team member’s gaps identify and report capacity building activities to program manager and HR unit for planning and execution

Carryout additional related activities and management tasks assigned by the immediate supervisor.

Qualification, Skills and Experience

At least 5 years of professional experience in conflict and post conflict development programs for public health with at least three years in Nutrition;

Extensive knowledge of Primary Health Care programming;

Good knowledge of Programme cycle Management and Development;

Computer skills especially statistical analysis using SPSS, Ms Access, STATA, Excel, among others;

A good understanding of donor reporting, coordination and literacy in management information systems.

ADMINISTRATIVE ASSISTANT (1 POSITION) - Ref. No. ADMA/001/2018

Location: Wau Field Office

Purpose of the Job

Administrative Assistant will mainly provide professional, efficient and effective support services in areas of Human Resources, Finance, Procurement, Stores Management and Fleet Management at the project. He /she in addition provide timely, efficient and effective filing management and archiving system for Office. The position holder supervises the drivers and Office Assistants.

Qualification, Skills and Experience

The applicant should preferably hold a Good Bachelor’s Degree in humanities, Business administration or relevant field.

A Diploma with extensive experience in administration management is acceptable.

Good record management and working knowledge and experience using MS office is a MUST.

Experience handling stores management, procurement and logistics.

Experience in HR Support, Fleet Management.

Highly analytical.

Good interpersonal and people management skills.

Ethical, transparent and very trustworthy with a high sense of responsibility and initiative

NUTRITION OFFICER (1 POSITION) - Ref. No. NHW18/001/2018

Location: Maridi with frequent movement to Ibba and Yambio

Role of the Incumbent

To lead the technical implementation of the Health & Nutrition Program in Yambio, Maridi and Ibba counties in South Sudan.

Planning and coordination

Plan and coordinate the implementation of activities in the project; and

Participate in Nutrition/Health/WASH program review and annual planning meetings to provide technical assistance in defining tangible targets, project objectives, and revision of indicators.

Project Development

Contribute to formulating strategies, proposals to address health and nutrition issues in the areas of interventions.

Stakeholder Management

Work with all relevant stakeholders, to implement the Boma Health initiative linked to existing Ministry of Health systems, facilitate usage and ensure a solid records management systems;

Increase community participation in Health, Nutrition and WASH and other relevant integrated health area activities using established structures and civil society partnerships; and

Liaise with County Health Department (CHD) to promote, review/ develop track and use health indicators in health system planning and identify best practices that can be translated into scale-up activities.

Capacity Development

Work with all relevant stakeholders to address training, especially in Boma Health Teams needs and deliver relevant interventions to the beneficiaries in the project areas;

Liaise with the CHD officials to assess health facility infrastructure needs with regard to primary health care (PHC) services provision and plan for the provision of those within the project work plan and budget;

Work with the CHD to train and supervise the work of BHTs and beneficiaries on health, nutrition and WASH activities including referral systems;

Develop appropriate IEC and other behaviour change communication materials in coordination with nutrition partners, Boma Health Teams, and other Behavioural Scientist and ensure appropriate translation into local languages, distribution, and utilization; and

Liaise with state and county government to train health workers, and BHTs on strategies to improve health, nutrition and WASH activities and ensure quality data collection in partnership with the M and E Officer.

Monitoring & Evaluation

Monitor performance indicators and progress against milestones.

Research and Documentation

Participate in conducting research and documentation of best practices and lessons learnt;

Collection of human interest stories; and Dissemination.

Representation

Represent the project manager on duties within and outside the county e.g., planning meetings, workshops, NGO Forum Meetings, cluster meetings etc.

Participate in state government programmes implemented at county level but have a bearing on MCH, Health, Nutrition and WASH programmatic areas e.g. Child health days, outreaches etc.

Qualifications, Skills & Experience:

Bachelor’s degree in Nutrition/ Public Health or related field.

Four (4) years’ experience in implementing activities in fragile states and

Experience in project implementation, management, design and planning.

Demonstrated initiative and attention to detail;

Excellent computer skills including word, Excel, Outlook, Power point;

Good interpersonal skills; and

Excellent Oral and written communication.

COMMUNICATION OFFICER (01 POSITION) - Ref. No. COFRO/001/2018

Location: Juba with travels to the field within South Sudan

Purpose of the position

To manage and increase Amref South Sudan’s social media presence and build online and other communication platforms to create awareness, increase visibility and show case the impact of Amref South Sudan’s work to current and potential partners.

Key Responsibilities

Develop a communications plan for each project

Document projects, combining audio and visual tools

Produce the annual program report Maintain a database of key stakeholders

Develop and maintain a mailing list for Amref SS.

Share program results with stakeholders on a monthly basis

Design donor reports in a reader friendly manner

Edit grant proposals to ensure quality

Design grant proposals to meet organizational branding standards

Brand Amref South Sudan buildings, vehicles, and other assets to meet corporate branding standards

Manage both internal and external meetings and events

Rapporteur at quarterly program meetings and external meetings with partners

Manage media activities for Amref South Sudan. Implement a communication and media plan to advance Amref Health Africa work in South Sudan including media field trips.

Contribute to the creation and publishing of a positive public image for Amref Health Africa in South Sudan representing Amref Health Africa views and interests to the public through digital and social media platforms:

Manage the Twitter account for Amref SS

Manage the Facebook page for Amref SS

Produce quarterly newsletter for Amref SS

Develop branded IEC materials for projects

Maintain Amref SS website

Identifying and pursuing opportunities for partnerships with local media, corporates and like-minded organisations for knowledge sharing, advocacy and fundraising opportunities

Consistently update and maintain organisation Communication tools – the website, newsletters; brochures;

Develop, manage and actively contribute to the organisations online communities - blogs, Facebook, Twitter;

Devise and implement an annual communications plan and social media strategy;

Create, design and release communications content;

Liaise with directorate programmes and projects to gather and upload approved content

Develop and maintain Amref South Sudan Resource Centre

Develop and implement a marketing plan for the organisation’s websites and

Provide communication and media support to prioritised special events, workshops, meetings and conferences.

Raise awareness through media of the value and impact of major projects implemented by Amref Health Africa in South Sudan.

Provide case studies and human interest stories for inclusion in the monthly, quarterly and annual reports

Compile, analyse and disseminate information for Amref Health Africa in South Sudan.

Develop and implement new communications tools;-blogs, Facebook, twitter and website

Write, edit and oversee the production of publications, including newsletters, scientific reports

Provide necessary writing/editing support of project technical reports.

Lead new approaches to create and distribute multi-media content to the supported projects.

Advise the organisation on appropriate responses using digital platforms

Provide support and training to Amref Health Africa communication.

Qualifications, Skills & Experience:

Four (4) years’ experience in website development and management, Marketing, Public Relations, Media campaigns, and/or Non-profit Communications

Experience in writing for the web including web editorial experience and editing of other publication types

Strong awareness and experience of communications and social media platforms

Experience in developing, optimising and incorporating multimedia content (e.g. video, webcasts and blogs) into websites

Ability to express technical concepts in clear and simple language for diverse audiences, including the general public

Excellent writing skills in English for diverse audiences and formats. Knowledge of Juba Arabic is desirable but not required

Experience in Risk Communications is a plus

Proficiency in use of social networking and new media tools.

Good knowledge of Adobe Creative Suite applications, Google Analytics etc.

MONITORING AND EVALUATION ASSISTANT - Ref. No. MEAL/001/2018

Location: Juba

General Purpose: The candidate will be expected to work in accordance with the organization’s bold steps to realize our priorities: People, Financial Resources, Agility, Visibility and Quality. These attitudes and beliefs shall guide our actions and relationships.

Key Responsibilities

Monitor the field activities based on project implementation plan through Amref monitoring and evaluation tools.

Assist in developing operational monitoring tools (checklist, questionnaires, databases, interview and survey forms, etc.)

Monthly data collection, data entry & data analysis based on project requirements with ensuring from data accuracy and reliability.

Provide timely inputs for new initiatives and improvements on M&E issues to the MEAL Officer.

Support MHSI Graduate Tracking as required.

Participate in the project’s quality, implementation, particularly through identifying weaknesses and strengths in Amref Health Africa in South Sudan M&E issues and report to the MEAL Officer.

Participate in the evaluation of the project’s results and achievements.

Actively collaborate with Database Entry Clerk and provide inputs to develop databases on project activities and assist to updating regularly the database according to the project requirements

Actively participate to project implementation & coordination meetings.

Assist to developing technical concepts, guidelines, manuals, procedures, concept papers on M&E issues upon request of the management team.

Provide inputs to project reports and publications upon request of the management team.

Prepare weekly/monthly schedule of monitoring and evaluation related activities.

Provide M&E verbal and written reports on a weekly basis to the MEAL Officer

Assist to maintaining a clear and transparent filing system

Support research and study activities on M&E related issues.

Qualification, Skills & Experience:

University degree in Social Sciences or other relevant field;

At least 3 years of working experience in a similar position with local or International NGO;

Be able to manage multiple tasks and responsibilities;

Previous experience conducting Monitoring and Evaluation activities in INGO setting; Proficient in English;

Good level in all common MS Office applications (Word, Excel, PowerPoint);

Experience working with refugee contexts is a plus

Knowledge of data collection software e.g., EpiData, KoBo or ODK Collect is a plus;

Knowledge of databases e.g., MS Excel or Access is a plus;
