ACF is looking for survey officers to be deployed with our Surveillance Emergency Team. Deployment locations are based on discussions with the Nutrition Cluster and cannot be anticipated fully but have been so far focused on Jonglei and Unity State.

Description of the position:
Survey Program Officer will perform the following tasks and responsibilities:

To assist in planning and organizing of the SET activities
Activities:
• Implementation of the technical SET strategy
• Plan, organize and manage the SET activities
• Collaborate with the local authorities, ACF-USA counterparts and partner agencies
• Ensure proper collection of data, analysis and reporting in a timely manner -
Implementation of the technical SET strategy
Activities:
• Evaluate and ensure the proper use of the different tools of the SET program and propose updates.
• Together with the SET PM participate in proposal writing.
• Yearly participation in the preparation of SET strategy in Southern Sudan -
To assist in planning and organizing of the nutrition SET activities
Activities:
• To assist the SET PM in the management and supervision of any SET staff: recruitment, training, follow-up and evaluation, leaves.
• To assist the SET PM in designing the program of activities / activity plans for the SET team; sentinel site data collection, rapid assessments etc.
• Participate in the selection of the SET sites.
• Assist the SET PM in organizing the logistic issues necessary for the smooth running of the program: logistics order, follow up of supplies, etc.
• To ensure adherence between field activities and procedures / protocols / guidelines designed for nutrition SET: respect of methodology, reporting process, deadlines, etc.
• To collect data and specific indicators such as; security, movement of the population, reports and activities of other NGO’s, health, water and food security situations.
• Assist the SET PM in monitoring and evaluation of the capacity of any SET staff: ACF, MoH and NNGO staff, during the implementation, on monthly basis and at the end of the program.
• To supervise, through active participation, the implementation and the conduction of sentinel site data collection and rapid assessments
• To take an active role in the training of surveyors -
To collaborate with all ACF-USA departments and the local authorities and partner agencies at state and field level
Activities:
• Collaborate with the local authorities for support of the activities including selection of surveyors, population information and maps; and the implementation of the activities within the communities.
• Collaborate with the potential partners on the field (MOH, other ministries of GOSS, SSRRC, health centres, local committees, NGOs and NNGOs).
• Participate in other sectoral (nutrition, food security, WASH) programs/activities when called upon by the SET PM.
• Represent ACF-USA in any relevant meeting as directed by SET PM.
• To coordinate inter-departmentally with the nutrition, food security and WASH teams to capitalize on information and collection of data for SET purposes.
• To coordinate with local authorities, ministries and partner agencies to capitalize on information and collection of data for SET purpose -
To ensure proper data collection, analysis and reporting
Activities:
• To follow-up and facilitate the collection of all SET data, ensure proper entry, analysis and reporting. This will be done in coordination with the SET PM.
• To participate in the nutrition SET reporting (monthly, quarterly and annual reports, sentinel sites bulletin, survey reports, etc.) in collaboration with the SET PM and to ensure this is done on a timely basis.
• To participate in writing of donor reports (quarterly and final reports). -
Facilitate in capacity building of ACF, MoH and National NGO staff
Activities:
• Train ACF staff, MoH staff and other staff from NNGO’s on SET activities, anthropometric measurements, data collection, entry and analysis of data, reporting.
• Train the MoH and the NNGO’s staff on writing of the sentinel sites bulletin.
• Organize workshops and training for the SET team and other partners.

Educational Qualifications
• Bachelor of Science degree in Nutrition/Health/Statistics/Public health/Food Security/Epidemiology with strong survey/surveillance background. Possession of Diploma in the above subjects coupled with 3 years and above experience in Survey and Surveillance will be considered.
