ACF-USA is looking for suitable South Sudanese candidates to fill the position of WASH Deputy Program Manager (Water Supply and Market).

Description of the position:
The WASH Deputy Program Manager is in charge of:
- Management and implementation of technical water supply and associated cash and market activities
• Organize and plan field activities in close coordination with the WASH team logistics and finance/administration.
• Ensure extensive sensitization to WUCs, PMAs, Traders, RWSS and other relevant stakeholders on the voucher and subsidy programming, to ensure adequate buy in and thorough understanding on the objectives and modality of the cash and markets voucher approach
• Plan and track project water and Market activities.
• Contribute to program design and technical support to Water and Market team.
• Design market assessment tools and lead the team to undertake spare parts market assessments to ensure MBAs through voucher systems do not negatively impact on program beneficiaries and non-beneficiaries and local economies
• Coordinate technical and mobilization activities for Water User Committees around preventive maintenance, cost-sharing and subscription-based maintenance funds contributions.
• Develop contracts, technical guidelines, manuals and monitoring tools for hardware and community mobilization activities
• Implement technical guidelines for preventive maintenance of WASH facilities through WUC’s
• Provide technical guidance to program teams so that the targeting of water supply infrastructure activities are always justified and based on sound needs and gap analysis
• Plan and track project budget use for budget lines under his/her oversight and propose amendments as may be required.
• Contribute to program design and technical positioning in WASH interventions.
• Design assessment tools and lead the team to undertake assessments of water supply situation and capacity of Water User Committees. - To ensure ongoing context analysis with a focus on the water supply situation in target areas and risk analysis and strengthen the quality of water supply activities.
• Ensure quality of needs and technical assessments.
• Regularly review the effectiveness, impact and relevance of water supply and community mobilization and market activities in relation to evolving contexts and propose amendments as appropriate.
• Ensure strict program adherence to ACF technical protocols, administrative systems and other relevant quality standards through enforcing Standard Operating Procedures (SOPs)
• Develop and document a clear targeting and selection criteria for program activities by adapting ACF methodologies for targeting and selection of water supply target areas and beneficiaries.
• Contribute to design and maintain monitoring databases to track specific indicators related to water supply, water quality and community mobilization.
• Coordinate continued assessments as appropriate in ACF operational areas, and provide regular updates of the change in context.
• Ensure ACF gender policy is fully addressed and followed by implementing Gender Checklists for water supply infrastructure activities. - To supervise and build capacity of WASH technical and local RWSS department, spare parts suppliers, pump mechanics associations and target communities in Business Development Services (BDS)
• Ensure program targets are completed on time, within budget and with acceptable quality and standards
• Lead the design of capacity-building programs for local RWSS department, spare parts suppliers/vendors and Pump Mechanic Associations in BDS including marketing and supply chain management.
• Undertake market assessments and risk analysis to ensure choice of the best cost sharing and supply chain programming modality with specific reference to the hand pump spare parts market
• Develop capacity-building programmers for Water User Committees in community reporting and pump repair information management systems.
• Facilitate capacity building trainings and strengthening of local government, spare part suppliers and community structures to enhance sustainability.
• Initiate and maintain strategic links with the local and international NGOs, UN and private sector service providers for program development purposes, with specific reference to enhancing the sustainability of market infrastructure and the demand for hand pump spare parts.
• Identify and monitor risks, constraints or escalating issues relating to the management of the program in the field, and inform the hierarchy accordingly
• Ensure contractual activities are completed on time, within budget and with acceptable quality and standards - To build the capacity of local government, spare parts suppliers, pump mechanics associations and water user committees in preventive maintenance
• Build the capacity of pump attendants and pump mechanics in operation, and repair and maintenance of water points, respectively
• Facilitate capacity building trainings and strengthening of local government, spare part suppliers and community structures to enhance sustainability
• Facilitate water quality testing by building the capacity of program staff to carry out both water point and household water quality testing
• Develop tools for community-led activity monitoring - To regularly report on program activities
• Identify and monitor risks, constraints or escalating issues relating to the program management in the field, and inform the hierarchy accordingly
• Deliver detailed work plans with outputs and activities updated whenever needed
• Deliver weekly/ monthly/ quarterly progress briefs and reports to the WASH PM
• Deliver minutes from attended meetings
• Contribute to program learning through documentation of lessons and best practices
• Deliver any other requested program reports as needed - Academic qualification
• Engineering Degree and/or professional experience in building projects (construction and rehabilitation of water and sanitation infrastructure and social marketing )
• Diploma in Engineering with at least four years’ experience in water and sanitation activities - Skills & Experience
• At least 2 years’ experience in the humanitarian field
• Good WASH technical knowledge
• Capacity to plan activities and to supervise a team of artisans/masons
• Good knowledge of the intervention area (Northern Bahr el Ghazal)
• Good communication, language and reporting skills
• Familiarity with water supply and building construction works
• Good English verbal translation and communication ability in local language
• Good team management and representation competencies
• Familiarity with ACF and acceptance of ACF’s principles
• Prior ACF WASH experience or at least 2 years with a humanitarian organization carrying out WASH activities
