Founded in 2002 by President William
J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health
organization committed to strengthening integrated health systems around the
world and expanding access to care and treatment for HIV/AIDS, malaria and
other illnesses. Based on the premise that business oriented strategy can
facilitate solutions to global health challenges, CHAI acts as a catalyst to
mobilize new resources and optimize the impact of these resources to save
lives, via improved organization of commodity markets, strategy and policy
development and more effective local management. CHAI’s teams are working
side-by-side with over 30 governments to tackle many of the largest barriers to
effective treatment and care.

In 2006, after a decade of conflict
and successful democratic elections, President Bill Clinton made the first
high-level diplomatic visit to the country. Immediately thereafter, CHAI
established an office in the country – the first international Non-Governmental
Organization to help Liberia’s government rebuild. Ever since, the partnership
between the Ministry of Health and CHAI has evolved from being HIV specific to
addressing key health system challenges, both horizontally and vertically.
These include Reproductive Maternal and Newborn Health, HIV and TB, Supply
Chain, and Health Workforce.

Health Workforce Program Overview:

CHAI’s programs in Health Workforce
aim to build the health education infrastructure and human resources necessary
to create high quality, sustainable healthcare systems in developing countries.
CHAI is focusing its efforts in three strategic focus areas: 1) significantly
increasing the number of qualified health workers 2) optimizing the distribution
and productivity of health workers and 3) improving management capacity of
governments and health facilities

CHAI serves as a central advisor to
the Ministry of Health and operates in a seconded fashion with offices located
in the Ministry of Health. In 2014, CHAI supported the Government of Liberia to
develop a bold, comprehensive Health Workforce Program to guide national and
donor funds to achieve the objectives laid out in Liberia’s 2011 National Human
Resources Policy and Plan (HRPP). The resulting strategy articulates Liberia’s
need to increase health faculty at training institutions and medical
infrastructure at training hospitals in order to achieve an aggressive scale-up
plan that will increase the quality, skill-diversity and quantity of health
professionals including physicians, nurses, midwives, community health workers
and healthcare managers trained in Liberia. Additional interventions are
planned to improve policy, planning and management of the health workforce at
the Ministry of Health. The Program emphasizes the country’s desire to move
from Ebola containment and treatment to prevention of a recurrence, which will
only be achieved through rebuilding and strengthening the health system
holistically. Currently, CHAI is supporting the Government of Liberia to
mobilize resources for Liberia’s training institutions and government to ensure
development and management of existing and new health professional training
programs and construction of two major teaching hospitals. In addition, CHAI is
leading a coalition of advocacy and implementation partners to support
Liberia’s Ministry of Health with implementation activities.

Position Overview:

CHAI is currently seeking a highly motivated and seasoned individual to serve
as the Procurement, Contract Management, and Compliance (PCC) Manager for the
Health Workforce Program. Candidates must have excellent planning, management,
writing, analytical, organizational, communication and cultural sensitivity
skills as they will be working closely with government and external partners.
The candidate must also have relevant technical experience, a passion for
results, and a commitment to excellence.

The PCC Manager will oversee all
aspects of the lifespan of a contract including: contract development, selection,
negotiation, execution, and monitoring. The PCC Manager will manage a team of
Grants Officers and will be the key focal point for all procurement, contract
management, and compliance activities for the Health Workforce Program. The PCC
Manager will report to the Finance Manager and will work very closely with
other CHAI technical and administrative resources.

Responsibilities to the Government
of Liberia

Oversee the development and execution of all contracts
including memoranda of understanding, financial contracts, consultant
contracts, and other legal agreements for program activities being
contracted out to external parties as well as contracted in to government
agencies or local training institutionsWork with the Ministry of Health Office of the General
Counsel (OGC), CHAI’s in-house Contracts Department and retained legal
experts to obtain legal counsel and review for international and local
contracts where appropriateSupport the Ministry of Health Project Implementation
Unit (PIU) to develop and release terms of reference, convene key experts
to discuss and award contract bids, and manage the selection process
through to contract negotiationsManage implementing partners, holding them to the terms
agreed to in their contract and work plan benchmarksPrepare regular reports on procurement and contract
managementManage relationships with key stakeholders in
government, implementing partners, donors and NGOsSupport the development and maintenance of the Human

Responsibilities to CHAI

Develop and manage work plans and team deliverables,
and facilitate cross-team communication to ensure activities occur on timeManage program budget, track and manage project

• A degree in Procurement, Contract
Management, or Program Management

• At least four (4) years of experience working in procurement and contract
management

• Proven ability in financial and commercial negotiations

• Very strong quantitative skills, including significant experience working in
excel on budgeting and data management

• Dynamic, entrepreneurial individuals with strong analytical, managerial,
problem solving, and diplomatic skills

• Proven experience managing and leading teams to deliver high-impact results

• Ability to work independently and effectively in high-pressure, unstructured
environment and handle multiple tasks simultaneously

• Ability to work with teams across time zones and locations

• Proven ability to work through sensitive political contexts and develop and
build strong relationships with government officials, multilateral
organizations, and other stakeholders to drive immediate results

• Exceptional communications skills, both written and oral; high level of
proficiency in Microsoft Office, particularly Excel, PowerPoint and Word

• Strong work ethic and flexibility, respectful of local norms and culture,
ability to work with humility and urgency

• Highest standards of ethics and integrity, a deep sense of collegiality, a
commitment to prevent and address corruption and fraud, as well as a strong
desire to create positive change on a big scale
