POSITION DESCRIPTION

Summary:
The purpose of the Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

• Global Commodity Procurement and Logistics
• Systems Strengthening Technical Assistance
• Global Collaboration to Improve Long-Term Availability of Health Commodities
As data Analyst for the GHSC-PSM South Sudan Program, the employee is responsible for the following principle duties and responsibilities:
Principal Duties and Responsibilities
• Coordinate and participate in data collection, analysis, and quantification of health commodity needs.
• Support the health commodities distribution system and logistics management information systems.
• Participate in supply chain monitoring and evaluation activities for health commodities, including assessing stock status at all distribution levels and proposing recommendations for improved distribution.
• Prepare reports on health logistics systems performance & implementation activities.
• Work with partners to ensure accurate data collection and timely reporting of data.
• Conduct regular monitoring of data collection at the facility and county level. Compile county level consumption data through stock reports received from the facilities/counties.
• Monitor the timeliness and accuracy of submission of HIV/AIDS, malaria, and family planning stock reports and provide feedback to facilities and central level stakeholders.
• Work closely with the Chemonics IT Officer located at the CMS to ensure that essential logistics data for HIV/AIDS commodities is complete, consolidated and can be used.
• Generate regular stock status reports to be presented to stakeholders
• Develop and maintain collaborative working relationships with all stakeholders.
• Conduct regular field monitoring and logistics supportive visits to facilities to assess system performance and health commodity information system and availability
• Assist in conducting supply chain management training and other related trainings.
• Inputs into national level strategies (HSSP, commodities/logistics sections of vertical strategic plans), and supporting the development of annual work plans/reports for LMU
• Mentor/train MOH counterparts
• Performs other duties and responsibilities as required.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
• Bachelor’s degree in Statistics, Bachelor’s degree in Pharmacy or Bachelor’s degree in Medicine and Surgery (MBBS, MBChB or equivalent)
• Master’s degree in Public Health or equivalent is an added asset
• Over 3-5 years prior experience working with large data/data sets
• Excellent analytical, reporting and documentation skills
• Expert knowledge working with Excel, SPSS, STATA or CSPro, and qualitative analysis tools.
• Past USAID funded program experience is desirable
• Excellent interpersonal and communications skills; with prior experience in successfully coordinating and collaborating with multiple partners, to achieve expected results.
• Proficiency in working with Windows and Microsoft Office suite
• Demonstrated leadership, management, versatility, and integrity
• Ability to take initiative and work effectively in teams.
• Ability to multi-task and perform well under pressure
• Proficiency in English required.

Level of Effort and Location of Assignment
This is a long-term position based in Juba, South Sudan. The position is for South Sudanese nationals only.
