VWB/VSF is seeking a Baseline Consultant to design, develop and implement the baseline survey for the Edible Insect Farming for Improved Nutrition and Income in South Sudan project, a 10-month research project in East Equatoria and Jonglei states. Reporting to the Project Manager, the successful candidate will also develop the data collection structure, develop questionnaires and sampling plan, and align it with the project objectives. He/ She will undertake data analysis and provide the assessment finding and recommendation to project leadership.

Duration: 10 days of consulting services in January 2022

Location: Based in Juba, traveling to ten (10) communities in the following Payams:

  1. Eastern Equatoria State: Torit – Ifwotu

Magwi – Obbo, Pageri, Mugali

  1. Jonglei State: Twic East – Panyagoor, Pangborong

Deliverables:

1) Design and develop the baseline study

Review the existing relevant program documents, including the log frame

Design the baseline study methodology, sampling plan, data collection tools (survey questionnaires, key informant Interview guides, focus group discussion guides, observation guides, etc.) as necessary. The study design and sampling plan must be in line with Gender Equality and Social inclusion principles.

Develop an inception report including a practical work plan and budget for the execution of the baseline study as per the agreed timelines in consultation with the Program Manager

Suggest a report structure for the baseline report

Submit a baseline study plan within the agreed timelines, detailing the baseline study design and work plan before starting any data collection.

2) Execution of the baseline study as per the agreed upon work plan and timelines

Ensure the effective and efficient deployment of any support staff and quality assurance of all the deliverables

Recruit, train and be accountable for all other persons engaged during the study, including the field support staff.

Ensure collection of accurate baseline data for all programme quantitative and qualitative indicators within the agreed timelines

Ensure diligence in the handling, management, and storage of all baseline data

3) Analyse data and write the baseline report

Organize the data and analyse it according to the baseline study’s objectives and disaggregated as specified in the indicators.

Draft a comprehensive and concise baseline report for review.

Submit a final report incorporating inputs from the Project team. The report should be no more than 15 pages long (excluding the annexes).

Support the updating of the project log frame with the baseline data.

Skills and Experience

Minimum five (5) years of experience in the area of baseline data collection, data analysis and interpretation of quantitative and qualitative data.

Experience leading baseline surveys of similar nature in South Sudan

Professional experience of qualitative research and assessment methodologies

University degree in related field

Experience in applying participatory methods and tools, including the promotion of gender equality, good governance, and environmental sustainability

A strong understanding of women’s rights is required, as well as demonstrated experience incorporating gender and feminist approaches into the design, monitoring, learning, and evaluation of programs

  • Demonstrated experience of integrating gender and diversity issues into food security and livelihoods programming. This includes sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts and committed to Equal Opportunities (e.g. gender, race, disability);
  • Familiarity with the One Health concept is an asset
