Background
Royal Aid for Development (ROAD)’s mission is to provide an excellent education for the young and the disadvantage, build healthier lives and empower the socio economic well being of the South Sudanese, by focusing on local development and financial inclusion.
Over the last 17 years, ROAD has developed a strong brand around the ability to design and implement programs targeting the most disadvantaged and needy communities in South Sudan. The war and the ongoing conflicts in South Sudan have affected the original social fabric and thus the projects identified and being implemented by ROAD are providing new lifeline for the communities and especially the Youth, women and disadvantaged population and hence instilling a sense of hope among the communities its serving
Currently ROAD’s key target groups includes; Internally Displaced Person/Population (s), youth, women and disadvantaged/marginalized section of the community. ROAD envisions ‘a South Sudanese communities as an educationally, Healthy and socio economically sound. As such it core operation is an integrated program of community based initiatives and humanitarian services in emergencies. Although plans are underway to expand the ROAD’s programming, currently ROAD’s runs the programs in the following sector/cluster.
1.Education program which focuses on the distribution of education materials in schools, rehabilitation of classrooms and toilets, provision of school uniforms/sporting materials, establishment of school feeding programs, adult literacy, education talks and girls child distribution of sanitary towels and reproductive health education.
2. Health program is focused on distribution of life saving drugs to primary health clinics, distribution of mosquito nets and repellants to hospitals and to households, rehabilitation of health facilities, supply of necessary food item to hospitals for recovering mothers and child, and participation in health immunization campaigns and health awareness creation in communities.
3. Socio economic empowerment program aims at building strong livelihood for recovery and resilience. Its main activities includes ; entrepreneurial training for women, youth and disadvantaged members of communities recovering from conflicts, engaging youth in productive agribusiness ventures for alternative livelihood from conflicts, supporting youth, women and disadvantaged in creating and setting up reliable and sustainable livelihoods.
4. The Water Sanitation and hygiene (WASH) program the main focus is awareness and knowledge creation in the communities on the importance of clean sanitation, construction of community sanitation facilities (toilets and hand wash points), construction of sanitation facilities (toilets and hand washing facilities) in health centers and schools, distribution of sanitation and water treatment agent to households, schools and hospitals. Participation in sanitation and hygiene campaigns across the geographical regions we operate.
5.The HIV and AIDS Program, which is focused on raising awareness on HIV/AIDS and sexual behavior through talks at churches, schools, market places and small-scale community meetings and drama / games.
Objectives of the Assignment
The programs mentioned above still experience funding gaps and hence a need for an effective resource mobilization strategy. Sufficient resources will enable ROAD to expand the programming to states/areas that in dire need but not currently covered. ROAD in line with its strategic plan aim at expanding it program to cover additional sectors at the same time effectively and efficiently utilizing the scarce resources in the implementation of the current programs. In this regard, ROAD is looking for an experienced partnership and fundraising consultant with a proven track record. The consultant will primarily work on ROAD requirements, and as-on-need basis work on partnerships and fundraising for the programs/projects mentioned in the above section.
The Consultant should take into account the changing donor landscape in international development and be able to successfully engage donors and potential program partners. The consultant will also be expected to explore new aid modalities and funders, and outline systematic and strategic approach to leveraging existing and new partnerships. The consultant will also identify how to diversify the resource base of ROAD and other programs.
To this end, ROAD seeks to enter into a Short Term Agreement with up to two qualified partnership and fundraising consultants to develop and implement resource mobilization strategy and action plan. The overall purpose of the consultancy is to successfully achieve programs’ resource mobilization requirements by engaging donors and partnerships required.
Duties and Responsibilities

The programs mentioned above have not secured and this must be filled through resource mobilization, and in states where ROAD do not run any program, the next level is to be develop the program needs for those areas. Also for effective program implementation and achievement of objectives which aligns to the program and potential donors, there is requirement to have credible and competent partnerships. There is little of work being done in terms of information collection, discussions on partnerships and fundraising. At this stage, there is a need for a consultant to work with the program manager and CEO to further strengthen existing work and strategies on partnership and fundraising strategies, and work to implement those strategies. In this regard, ROAD is looking for an experienced partnership and fundraising consultant with a proven track record. Scope of Work
Key areas of work include:
• Developing partnership and fundraising strategy and action plan;
• Implementing the Action plan for achieving partnership and funding targets.
Output 1: Developing partnership and fundraising strategy and action plan
• Become familiar with ROAD priority deliverables in relation to economic empowerment, as set out in the strategic plans, as well as core policy documents for each of the results areas.
• Work closely with colleagues responsible for budget planning to identify funding gaps, prioritize fundraising needs and set fundraising targets.
• Undertake analysis of donors funding streams in order to formulate a donor pipeline and strategically target donors and partners for engagement.
• Build on existing research on prospective donors, foundations, impact investors and corporations including current and upcoming RFPs and priority areas of giving.
• Undertake a review of partnership and resource mobilization strategies – based on the donor and potential partnership environment review and strategically focus partnership and resource mobilization strategies and messaging.
• Engage with sector experts and stakeholders to refine sector’s messaging and approach to be conducive with ROAD priorities, country needs and donor expectations.
• Finalize the strategy and action plan for implementation, including roles and responsibilities of self and programs team members, with clear activities and targets that can be monitored.
Output 2: Implementing the Action plan for achieving partnership and funding targets
• Based on developed action plan, assist the Program Manager in monitoring the progress of implementation and achievement of deliverables.
• Develop a mechanism for tracking funding needs and related initiatives on proposal development, partner and donor interactions.
• Based on potential partnerships and donors identified, set-up meetings to explore opportunities for collaboration and funding – bringing together core ROAD staff with funding agencies.
• Undertake the development of high quality proposals in consultation with the technical leads.
• Work closely with ROAD programs on opportunities for integrated proposals and information exchange on partnerships and donors.
• Work in collaboration with programs team members to develop, as required, background and outreach materials on work targeted at the donors.
• Prepare concept notes and proposals as needed.
• Assist the Programs Manager in ensuring that targets as per action plans are met by successfully securing financial support and partnerships, from high priority prospects including current relationships and current RFPs.
Expected Deliverables
The consultant will deliver the following final products:
Output 1: Developing/Finalising partnership and fundraising strategy and action plan
• Funding gap analysis and fundraising targets;
• Desk review of donor pipeline and existing documents;
• Develop resource mobilization strategy and action plan;
• Develop partnership strategy and action plan;
• Develop fundraising and partnership tracking system;
• Meeting schedule and minutes.
Output 2: Implementing the Action plan for achieving partnership and funding targets
• Development of funding proposals as per action plan targets;
• Development of concept notes as per action plan targets;
• Develop background materials and content for donor and partnership outreach;
• Meeting minutes with potential partners and donors.
Monitoring and Progress Control Mechanism
The consultant will work under the direct supervision of the CEO based in Juba and in close collaboration with other relevant colleagues and any other expert or institution as designated by the CEO.
Payments will be made upon satisfactory achieved deliverables under each assignment and submission of time sheet in accordance with number of days worked. All payments are subject to the clearance and approval of the direct supervisor. Final payment shall require a signed performance evaluation of the consultant.

• Contract duration: The Short Term Agreement shall be signed for an initial period of three months with extension on a six months basis based on satisfactory performance.
• Number of working days: up to 140 days a year
• Duty station: Juba-based, with Possibility of Travel to States Where ROAD Operates or for meeting with donors/partners.
The schedule of travel will be negotiated with the consultant according to the requirements of the programs. Mission travels shall be arranged by ROAD Office in accordance with ROAD travel rules and regulations.
Travel: It is expected that meetings be facilitated between the consultant and ROAD colleagues to ensure output quality and targets.
• This solicitation is for a Short-Term Agreement (STA) for three months and renewable up to six months linked to satisfactory performance of the individual consultant. “STA” refers to a mutual arrangement whereby the Consultant will provide services as required, over a specific period of time.
• An STA is a mutual arrangement between ROAD and the individual to provide the required services at prescribed prices or provisions over a period of 3-6 months, with potential extension of one year. ROAD reserves the right to rescind the agreement during that period should performance of the consultant not meet its requirements.

Required Skills and Experience
Education
• Masters in communications, social sciences, economics, business, development studies or related fields.
Experience
• Minimum 7 years of working experience in a think-tank, corporate fundraising or international development sector;
• Minimum 5 years of working experience in resource mobilization/fundraising;
• Demonstrates proven experience in fundraising
• Good understanding of international funders, bilateral and multi-lateral donors, funds and foundations
• Experience in writing proposals;
• Experience in financial inclusion is desirable.
Language
• Excellent written and oral communication skills in English.
Other Qualifications
• Ability to deliver high quality documents by set deadlines (requiring minimal editing);
• Strong presentation and communication skills;
• Strong planning and coordination skills.
